hanging around Alexandria

any ideas in what they are doing? It was 2pm ON Thursday 2:01pm. Where they just hanging out and killing time? They where all African Americans so they where not day Labors. they where hanging out in Route 1 near the Aldi. Shouldn't they be at work or at least trying to find a job?

The Church gives away food on Weds. There is always a line. They may be waiting to get on the list or they are a day late.
