Bad drivers in VA with MD license plates

I drive on 66 and Fairfax Pkwy quite often. I have notice that every single time I encounter a horrible driver, the car they are driving has MD license plates! I wonder if they even take a driving test?

Are the mostly slopes, dancing q-tips and yard apes? Md has a lot of those and of course eveyrone knows they are terrible drivers.
