Seatbelt is only a primary offense (i.e., police can pull you over for it) for passengers under 18. For all others, it's a secondary offense (i.e., police have to catch you doing something else first).

Seriously, if you get in a vehicle and you aren't smart enough to take 2 seconds to put on a seatbelt, with all of the insane traffic and bad drivers in this area, you're kind of asking for natural selection to swoop in and offer everyone else the gift of one less idiot on the road.

FYI - A seat belt is not only for your safety but also to keep you in place so can operate the vehicle correctly. If you car slides sideways and you not wearing a seat belt, your likely to swing that way out of your seat causing you to turn the steering wheel by accident.

Failure to signal a lane change.
Following too close.
Failure to yield right of way (cutting off another car while merging).
Speeding (3mph or more over)
Impeding traffic (even if you're doing the speed limit).

All valid bullshit reasons to pull you over. They don't have to prove that if you don't get written for that. However, the can then legally write you for not wearing a seatbelt.

I'd actually like to see more tickets for failing to signal a lane change, failure to yield and impeding traffic...if they actually enforced just those three instead of going after frivolous speeding tickets, I feel like just those would likely cut traffic down in half around here..people seriously need to learn how to quickly and safely change lanes around here before getting issued a license and conversely people need to stop acting like entitled pricks and let cars in to merge instead of blowing past em and forcing them to all bottleneck up to the end of the merge area...creating the traffic.

Seatbelt usage rates now are at almost 90% of all drivers. If you're so fucking stupid to be in the ever-smaller minority that doesn't understand the incredible safety factor seatbelts provide, then you're beyond hope. Just drive into a tree already.
