What would you ask Chairman Connelly if you had the chance?

I have the unique chance to have an informal session with Chairman Connelly as part of my MPA (Masters of Public Administration) class. He is coming in to talk to our class in a couple of weeks.

We have been asked to prepare some questions for the Chairman - so I thought I'd throw the topic out to the wolves (that's you) to see if any of you can come up with a cognizant question or two.

Have at it - I'll report back here what the answers are.

Please ask what his political aspirations are if a) he's re-elected or b) if he's not re-elected. Believe I saw something about his running for congressional seat.

And, while "impolite," I would like to know--at least what he would say--concerning his SAIC job and his county position; e.g., according to news reports SAIC real estate division stands to profit from Tyson's Corner metro, whether it's above or below, due to extensive real estate holdings in the area. Conincidence? Shrewd planning? Inside lobbying?

Ask him why the county continues to propose ever increasing dollar amounts for school bonds each election cylcle despite a drop off in enrollment and no increase in student achievement.

o What are the county's costs for supporting illegal aliens?

o Why is it taking so long to adopt a policy of identifying, apprehending, convicting, sentencing, and deporting criminal illegal aliens?

o What corrections have been made to stop subsidized housing for people making over the threshold income?

I would like to hear his position regarding having an elected County Executive, as is done in Maryland, instead of one appointed by the BoS. With the population of FXCO larger than all but a handful of cities, I think that it is a rather dated approach to government and accountability. While I do not have any issues with Anthony Griffin, I just think that the County Executive, equivalent to a city mayor, should set policy rather than the BoS. I realize that this might not sit well with the supervisors, including the chairman, but it would be nice to see action taken that is in the best interest of the citizens and taxpayers.

Of course, this idea may be DOA due to some statewide statute which Richmond would never agree to waive.

You should ask him how Fairfax County has grown into one of the most affluent counties in the country with one of the best school systems despite its diversity, the influx of illegal immigrants and the occasional rant from racist Republicans. In other words, what is Fairfax County doing right that other counties aren't?

I'm sure he will appreciate a positive question for a change.

This is a good question - I'll have to research to see if as a Dillion's rule state Fairfax County can change structure.

Tweaked to be more realistic -- how can Fairfax County maintain its status as one of the most affluent counties in the country with one of the best school systems despite lowering of property values which will necessitate either a cut in services or an increase in taxes, the influx of illegal immigrants and the constant delusional rants from liberals who think that the influx of illegals has nothing to do with the increase in crime and the lowering of the quality of life in the county. In other words, what is Fairfax County doing to ensure it is moving in the right direction that other counties aren't?

Title 15.2 of the VA Code only permits the CE to be appointed. There are no provisions allowing for an elected county executive. In VA, as I am sure you all know, a locality can only do what is specifically prescribed by the state.

Thats an easy one. Its due to the massive amounts of money that Federal Employees
and Government contractors have to spend here. Without the Feds and Beltway
Bandits, Fairfax would be bankrupt.

So, would this need to be authorized through a vote in Richmond, or would it require something larger like a statewide referendum? For what it's worth, this is the type of antiquated law which really drives me crazy about living in Virginia. Not something that you think about every day like the abusive driver fees, but a larger issue around self-determination. It is like the King's Dominion law which prevents school from opening prior to Labor Day without a specific waver from the Commonwealth and there is no way that FCPS would ever get approval due to the "economic impact".

If requires a vote in Richmond, can anyone comment on why elected officials from other parts of the Commonwealth would object?

There is no need for a referendum. The code could be amended to allow for the popular election of the County Executive. I doubt there would be a whole lot of support for it from the locally elected officials as it would be seen as an erosion of power. One advantage of an appointed CE is that the person can concentrate on doing the job full time without having to spend time running for office. I understand your arguments about self determination, but some recent examples of disparate policies between and among counties lends some credence to the policy. For example, the no county sticker in FFX has caused headaches for surrounding locales. The immigration policies that will be employed by surrounding PWC, Loudoun, Stafford, etc. will have an impact on the influx of illegals to FFX, Arlington, Falls Church, Manassas, Mannassas Park, FFX City, and Alexandria. In heavily populated, closely tied communites like those jurisdictions comprising NoVa, disparate policies and laws necessarily impact each locality and its citizens. Under Dillon's rule, there is at the very least a certain amount of certainty involved and provides plenty of cover to local politicians who can always claim their hands are tied.

why he has such high income numbers for his affordable housing program -- at over 100000 a family of 3 could buy a small 2 b condo. Why he keeps dumping more money into school construction -- he and the other pols leave Woodson overcrowded when he could have his Mantua area moved into Falls Church and Jackson. Why my money has to suppport illegal immigrants in affordable housing [better places than I lived]?

I would ask him why he thinks Northern Virginians should have to subsidize the builders, contractors, developers, realtors, and their associations, by paying TRANSPORTAION TAXES (5% on the labor of car repairs and .40 on every $100 of home sales price [that would be between $2000 and $3000 for most Farifax county homes] among other new taxes)?

I would ask him where his money is invested?

I would ask him if he profits from his realtor/builder connection, either personally or by campaign contributions?

I would ask him what his full time job is?
