Free and reduced lunch program
Posted by: why??? ()
Date: December 18, 2010 10:29PM

Are you just as upset as I am of the way people take advantage of the lunch program in FCPS. I do the right thing by taking care of my kids and paying all their expenses and others lie on the applications a get the free and reduced lunches and all the other benefits that go along with being on free and reduced lunch and I heard the parents laughing and telling other parents how to fill out the forms. THis is all happening during sporting events. Friday night I heard it again. Yes I was listening and hearing that they don't even have to pay for the SATs. When leaving they drive better car than I do. They also have jobs. One woman has a govt job. How can this happen? Maybe I am jealous. I just can't lie

Several years ago, for a certain reason, I did some research on the "free and reduced" price lunch program. It was very interesting and shocking. Just as you say, it's a big sham. Only 3% of the applications are required to be audited. So what the h***, let's ALL apply!! There's a 97% chance that we get away with it. Those unlucky 3% that do get audited......just ignore the audit and you will be removed from the program.......with NO penalty! You mentioned free SAT......once on the free lunch program EVERYTHING is free. Any book fees, sports fees, driver's ed, etc.

The "system" does not want to remove anyone from this program. The more the merrier as the schools are awarded some type of grants / funding based on how many "low income" students they have. Low income students are counted by using this program. They do not want to lose these funds!

Then we as taxpayers need to complain. The kids of the taxpayers lose if this is the case. The schools offer less to compensate for the extra expenses of the families who are expecting everything to be covered for their kids. I would suspect half of the kids cause some of the trouble going on in the schools and really do not want to be there. Some of those are the ones that I see walking the streets during school time. I have to pay for sports for my kids an free and reduced kids don't pay and the also don't have to pay the $200 parking permit. How can they afford a car, insurance and gas if they are on free and reduced lunch?

The 'system' also doesn't audit your tax returns unless you go completely crazy with deductibles . . . the 'system' doesn't ticket everyone who breaks the speed limit . . . If you want to rely on some kind of bureaucratic bullshit to determine whether kids are eligible for free lunch or not give me a break.

You're probably the same types that want less government regulation over everything.

It is not fair to the honest hardworking parent that makes a couple thousand over the limit. It is not just a lunch but 10 months worth on breakfast, lunches, $100 per sport per child, $200 parking permit, course fee for some subjects that are $35 to $75 per semester. Some parents their child has to choose. Then those parents that have jobs paying more than the honest person but want someone else to pay their child expenses. That is what is wrong. You have to agree. Not to mention kids that don't even live in Fairfax County we are educating.

Listen, your child doesn't need to drive to school, that's -$200 for the parking pass, your child doesn't have to play sports, that's -$100, if you don't want to pay for art materials or wood for the shop don't take those courses. These are all voluntary expenses. . . .

The fact that you have dropped your 'anti free lunch' argument makes me think that you understand how subsides can be beneficial for a school, and society at large.

You're not really going to argue that some kids should not be fed in a school cafeteria because they cannot afford it- are you?

We've already established that some kind of mass-income 'free lunch' irs-style auditing would be an invasion of privacy, government bureaucratic madness, and inefficient in itself, right?

The idea that there's some kind of mass cheating system for 'free lunch' subsides in general makes me think there's something more going on here:

Times are tight, it seems like some people are taking the short road, cheating the system, and you're the one getting screwed . . .

Don't worry about it that much, let it pass. . . these cheaters aren't the real problem, and, in some form, they will always exist. The thing about society is, even though some people suck, and cheat, and are liars, most people seem to be trying to do whats right.

Just tell your kid to get a f*ing job to pay for his own sh*t!

I had some friends who were on reduced lunch, yet their families made more money than mine. One of them even purchased a $500,000 - $600,000 house, yet they were on reduced lunch assistance, at college too (Where they received tuition assistance, housing aid, and so forth).

What isn't it checked? Why do we let people do this? I would like to know how many people get this and really do not qualify. How can we change what is going on?

I just asked my kids - one in middle school the other high school if they know if kids have free lunch and they said the kids brag about it. Then they tell the kids how their parents "work the system" what ever that means. With so much being cut from the schools budget this is staring to wonder why they are not catching the people that are lying.

> ...Plus kids hate the lunch served at school.

The food served by the (self-supporting) food service of FCPS has been getting worse and worse as the admin folks who don't visit the schools make their decisions on nutritional content. The complaints about minor things like...you know...taste have been increasing overtly and covertly for years. Little packets of ketchup are highly in demand, yet those same admin folks mandated ONE per entree (try THAT on your nonmeat noncheese-burger). The little packets of hot sauce are gone, of course, so that fantastic way to disguise the lack of flavor is right out.

Eventually the food service will start losing money and employees will get laid off rather than the real cause - bad food - getting fixed.

At many schools the payment system is set up so kids don't (have to) reveal publicly that their food is reduced or free; just type in their number and make a "payment" (until recently, BTW, there was MAJOR theft/fraud with this payment system - not due to free lunch but due to stolen numbers being used multiple times - now an image of the number-owner is used to verify proper use).

Unless you are audited you don't have to provide any proof. If audited you are asked to submit documentation, i.e., W-2, pay stubs, court papers showing child support, etc. Now if you're making $75,000 and say your income is $0 then I don't know how / if they would catch you. Like I said before they really don't want to catch you. Do a search on cheating the free and reduced lunch program and you could be reading for a long time........

Then it is a time for change. Since the economy they way it is and most people do not have extra money, epecially at Christmas time, and reading about this scam of Free and Reduced lunch or county budgets or federal budgets this needs to stop. Maybe political person should start looking into it all. I have not really thought about it till reading this. If this is true county employees need to check out what people are submitting. I will call my child's school tomorrow and ask for a form to see what all is involved. I just throw it away when it comes.

I agree. We always picked on and made fun of the free lunch kids, it was actually really nasty behavior now that I think back on it. Don't subject your kids to stuff like that just so you can scam a few bucks a week. I don't remember anyone abusing the program either, it was mostly used by the dirtbag kids who wore shitty clothing to school because there parents were losers. That's not a cool stigma to have when you're a teenager, don't force it upon your kids.

All children should get basic lunch meal and milk or juice at taxpayer cost. This would be an outstanding value for the taxpayer in the long run. Selfish people who choose not to have or adopt children yet benefit from living in an educated society should pay even higher taxes than they already do to make up the difference.
I think its reasonable to charge the kids money for breakfast and for items that are not on the basic lunch menu.
Educating these kids benifits everyone so everyone should pay.

Re: Free and reduced lunch program

There is no stigma involved because the kids use numbers--each kid has a number and the kid punches the number (like a PIN) into a keypad that is attached to the cash register. Either the kid's account gets automatically reduced (the parent prepays into the account via the computer---and that system is a scam, but that's another story) or the system recognizes the kid as a "free or reduced lunch" and does not charge or does not charge as much. And, I suppose, some kids bring cash. In some elementary schools, they use plastic cards instead of numbers. Nobody knows who is on free lunch. But the kids do brag and other kids want to know how to get lunch. It's not like when we were kids and we were embarrassed to take free lunch. It's a badge of honor now. Go figure. The other thing is that some kids have to buy two lunches (especially boys in high school) because the amount of food is not enough. Those kids are really paying a lot for lunch and are "subsidizing the free lunchers".

Another thing---the free lunch program is used as the definition of "low income" for the testing subgroup statistics. Thus, if higher income people sign up for free lunch, the system may be able to show that we are closing the "achievement gap" and making "AYP"---adequate yearly progress for purposes of meeting the requirements of NCLB. That is a good thing and would further the goals of the county. This is just one of the "unintended consequences" of having the fed try to run local schools. There will always be ways to game the feds and the locals will encourage it (by not checking on incomes of these kids getting free lunch). If the feds give the money, they should really be the ones checking, but they are not. Apparently the feds have not been regulating lots of things.

Of course, as one poster noted above, the income levels for getting free lunch are very low---especially for this high cost of living area we are in. This fact may make people rationalize lying on the form. I'm not saying that this is the right thing to do---just saying that people justify their actions.

Washington Post did an article on this Sunday, how timely-
http://www.washingtonpost.com/wp-dyn/content/article/2010/12/17/AR2010121702561.html

5 MYTHS ABOUT SCHOOL FOOD:

1. School meals are free for the children who really need them.

This is certainly the intent of the National School Lunch and Breakfast programs, which offer free and reduced meals to children, based on their families' income, as well as full-price meals to any student. Currently, students are eligible for free meals if that income is below 130 percent of the federal poverty line -- $23,803 for a family of three, for instance -- and for reduced-price meals if it is somewhat higher -- up to $33,874 for that family of three.

Unfortunately, these thresholds are unrealistically low, especially in areas with high living costs. The 2008 Household Food Security survey by the U.S. Department of Agriculture found that more than a fifth of households with the most severe form of food insecurity -- in which children themselves sometimes went without meals -- had incomes above the cutoff for reduced price school meals.

Even some children whose family incomes are low enough to qualify for free school meals never actually get them. The process for establishing eligibility is cumbersome, expensive and prone to mistakes. In a recent USDA study, more than a third of children denied certification for free or reduced price meals were found to have been denied in error. And even after getting approval, at some schools a child must wait each time as a cafeteria cashier checks eligibility.
ad_icon

Finally, there is a stigma attached to free meals, which deters some families from applying and discourages some students from eating the meals for which they qualify. Direct certification, a process in which state or local welfare agencies notify schools of eligible children, has been shown to reduce mistakes and bring more kids into the program. The new law contains a modest expansion of that procedure. But the only way to fully eliminate the errors, the administrative burden and the stigma, is to provide school meals the way we provide books, desks and chairs: free for all.

Per FCPS website:

"Families who earn less than 130 percent of the poverty level are eligible for free meals and those with incomes between 130 and 185 percent of poverty level qualify for reduced price meals. Today, approximately 24 percent of the student enrollment qualify for free and reduced price meals. The prices for paid breakfast and lunch are determined by the School Board and the price of reduced price meals are established by the federal government."

My math that indicates that a family of 4 with income around $40,000 per year could qualify for reduced price lunches, and thereby qualify for a basket of other freebies from the County. While that may sound low by this area's standards, remember that there are many in this area (self employed, commission employees, recently separated) that could occasionally drop below this threshold, yet normally live a middle class lifestyle. Used to be that most of these borderline cases wouldn't apply but as Mr Dylan said the times they are achangin.

I don't know how well Fairfax polices these things. However if you are bothered by it that much, next time you are around one of these abusers when they start running their mouth, pull out your cell phone and start recording it. You can then take it to whoever polices these things, post it on your Facebook page or whatever.

We didn't have black or hispanic kids where I grew up. It's funny you mention the sneaker thing though. I had a sweet pair of Air Jordan high-tops, at the time I was surprised my parents let buy such an expensive pair of sneakers. Those fuckers were comfortable and lasted forever. The white trash kids, well, the dumb poser ones wore K-Mart Jordans. Plasticy red-white-and-black ripoffs they found for 30 bucks at the local K-Mart.

We made fun of that shit too. All the time.

Dirtbags who wore K-Mart Jordans and got free lunch tickets were constant objects of scorn and ridicule during my childhood.

I remember my freshman year of hs (03) kids who had reduced or free lunches were secretive about it and you heard it secondhand, (he gets free lunch) by my senior year kids were flaunting it thinking it was funny or cool or something.(I never found out) You need a license for everything in this country exept for having kids. Raising a child, despite being the most important, challenging and having the farthest reaching consequences is open to anybody. You can be as stupid and poor as you want and have 8 kids who dont weigh on you...just everyone else. and since it weighs on everyone else the kids dont realize that they're a weight on america as a whole, and feel free to have 4 kids with 3 different girls by the time they're 25 cause their dumbass mom (no dad) is/was too stupid to instill any realistic sense in them about morals, money and relationships. Boom- theres crime, poverty and the idiocy of youth in america in one. You wanna know why the 'man' is still around? its cause 'square' white people generally dont have kids unless they can support them, and they parent them such that they become successfull and assume positions of influence and authority.

Davis everything you said is 100% actual. I volunteer at a high school and it makes me wonder why I the kids are rude and think the deserve everything if they don't get it they are very loud ad demanding. One of their favorite lines is my mother is going to call the school board. I very seldom see any other person other than a white person volunteering. The white kids do have more self repect. There might occasionally but the one bad apple.

We need to do away with the free lunch for any child out of elementary school. I bet these parents have cell phones, flat screen tv's, cable, and video games. Enough already. The parents should also prove they legal to live here.

The county should definitely do an audit and verify eligibility.

Many schools have FRM populations in excess of 40%.

Even if you live in a modest single family house in Annandale or Springfield you are looking at a minimum of $2000 per month on rent for a 3 bedroom house.

So how does someone CLAIM to make $40k yet live in a neighborhood where JUST rent is running $24k per year. Add in utilities, car payment, etc...no way.

It does not add up.

There must be underreported income going on. Restaurant workers (tips), cab drivers, whatever.

This is getting old. The rest of us are paying for the fraud. Time to do something about it.

It has gotton to a point where someone or politician needs to really look what is going on in out country. I don't want to sound mean but there has to come a time when people start taking responsibility for themselves. By helping people all the time they are not trying to help themself. I don't mean for a random time in someones life but the ones who are one it forever and their parent was on forever. There (in the eyes) is no need to better themself. They do get everything for free.
Here is a list of things that I know :
Housing - some 100% or 85%. Might only have to pay $150 on $1850
Utilities - Voulters - some up to $400 (electric or gas)
Food stamps
Free and reduced lunch - covers all school expenses
Cell phone
Medical - medicaid
Child Care
In the grand picture - why work - just lets the ones that are working now take care of 3 other families.
Sorry at Christmas time when I am trying to get things for my family I see how much goes to ones that want the govt to pay their way and I get a little angry. My family does with less and people who dont work get a lot more than I do. And they have the nerve to complain.
At my office we collected to help a family and the person we helped came in and wanted the receipts because she wanted "nicer" so she would reture and add money to it and get something better for her daughter.
People feel entitled not thankful.

Agreed. I was in Mexico last week on vacation. There was a fundraiser at a local bar for the "dump kids." The poor there live in a landfill. It looks like it's straight from one of those old Sally Struthers donation commercials. There are no jobs. There is little to no social welfare. You either work and live a decent life or you don't work and you live in a landfill.

Here, people are just lazy and live off the system. Screw them.

I'll never give another penny to the poor in the US.

Really?? I've looked over my elementary school child's menus and they are awesome, in my opinion! They offer so many vegan, allergy & general choices. We've just recently moved from Waples Mill school zone to Signal Hill in Manassas and both the menus and quality are comparable.

Are you people referring to middle and high school lunches, maybe?

I never called WHERE I LIVE, ghetto. I called the areas that I specifically referred to as a place where ghettofabulous folk congregate...

Every single store is laden with minorities in Fairfax, who's to talk here? The ONLY places that aren't, are Wholefoods, Target, and Wegmans.

Just like here...only I shop at Harris Teeter now, since nearest Wegmans is too far.

Please, let me know where you go to shop for groceries and general items? I suppose you have everything driven to you by your personal assistant?

I must agree with Elle. Stereotyping all of the Manassas Area as "ghetto" is truly ignorant. Sure Manassas does have its "ghetto" areas. But I will assure you that the Signal Hill School boundary area is not one of them. I would strongly contend that this area has a higher median income than 90% of the school boundary districts within Fairfax County. Don't believe me? Drive the roads from the above boundary map. What you will discover is a vast number of new neighborhoods with million and multimillion dollar homes.

Apparently there is an abundance of morons living on the east side of Manassas. Sorry, no vacant available lots in SE with 5 acres and waterfront views as there is this section of PWC. Again, say what you want but this school boundary district is more affluent than 90% of Fairfax County's districts. It draws from no town house, apartments, or condos. Can't say that about many FFX districts. Sorry to burst your bubble.

We have friends who moved way out to Manassas. They bought a nice home in 2004 for $890,000. They now want to move and the agent told them they should price the house at $625,000. That is how low the homes are now going for in there development. They also have had three short sales near them. Homes in Fairfax have held value. Remember, location, location location!

Prince william county screwed itself bad when they started harassing the latino community. Thousands of hardworking, honest latino citizens, legal immigrants and transitional immigrants fled the county when these racist police taticts were put into place. When the bubble burst it blew extra hard in PW county. Lots of the latinos moved to Fairfax and Culpeper counties.

If you are not legal you have broken a law. Do not tell me spics moving out did not make PWC better.

The home prices are so bad for people who bought before the crash. Most homes are now underwater. Prices will never go up higher again.

You see homes underwater all over PWC. Not a great place to live. They are also hurting from getting less property taxes.

Uh, when the bubble burst, it was the houses that had illegals in them that went under FIRST because they just quit paying their mortgage and left. PW had a many more illegals, so they had many more mortgages that went into foreclosure.

You want to blame the illegals? Go ahead, but the problems were multiple and they were just one factor. Fairfax and Arlington had much more liberal policies in place to keep the illegals in, so they just picked up and moved up here, so it was a mini-migration.

It boiled down to bad timing for PW, had they instituted their policies a few years earlier, the impact would not have been nearly as bad, time to recover from the migration. but with no economic stimulus that has happened in the past three years, the problems have been stagnant.

Blame the illegals and the timing. Sorry to get off topic.

Many flaws in your analysis. 20111 covers large parts of Manassas Park and the RT 28 corridor of Manassas that are not part of the Signal Hill School District. These are much lower income areas consisting of town-homes, condos, apartments, small single family homes. These households do not attend Signal Hill and drag down the median income for 20111 as a whole. Much more affluent than 20111 in the SHS District are sections of 20112 and 22192.

Affluence-wise things have changed quite a bit,in the 10+ years since the 2000 census. Most of the upscale, and McMansion neighborhoods in this area have been built after 2000.

As a side note, areas like Clifton, Great Falls, and McLean will always have a higher median income. I am not going to argue that. But to the people that think that Manassas does not have its nice upscale areas and neighborhoods...YOU ARE MISINFORMED.

Doesn't it make you mad that you can't afford your home because you lose so much money for taxes that pay people to feed their kids and pay school fees for kids and we live in the same economy and having a hard time and they are taking advantage. There needs to come a time when people say they have had enough and to stop giving so everyone can get back on track. We need to stop taking are of the illegals and the lazy people that we have in Fairfax County.

What is really scary is that half the people in this country do not pay taxes. How long can the other half prop them up? The responsible half is falling down with the weight of this.

One out of five gets food stamps (that was reported the other day). We have almost 10% unemployment. It doesn't take a PhD to see that this has to be turned around SOON.

There should be a challange for parents of kids to see if they can feed a kid a full week for $15. Look for sales and use coupons they might even have enough to save a little. Then they could apply that towards their child's 529 plan. We need to wake these parents up. Maybe the schools shoul teach the parents about how to be financially responsible. If FCPS could do this they would be helping the adults as well as the kids.

If we stop giving them everything they will learn they have to work and not expect everything for free. Then they would learn they have to learn to speak the language or they will be out of luck communicating but we give in and always have people to translate for them. It is not only bad here but all over the US. Our politicians need to know that we US citizens want change. We really need to start being vocal about it. Maybe someone will listen.

Democratic politicians will not change the system. Those illegals now have children that were born here so they are considered Americans and are now of voting age. If they send their Mom and Pop home (who were illegal), it will tick off a big part of the Democratic voting base. As time goes on, that voting base will continue to increase and the Dems will be less and less likely to ever change anything because they want those votes. We are one of the few countries who give someone the right to be a citizen just because they were born on US soil. Until that law gets changed, nothing will change other than our tax bill for things like free lunch will continue to increase.

Events that come up they do not save for like proms, graduation, there are organizations that gives them stuff so why worry others will take care of it.

This year, the FCPS is doing an "audit" of their medical plan for the employees. As a result of this audit, employees have to provide copies of birth certificates (of children) as well as copies of marriage licenses to prove they are married and their spouse would be covered under the plan.

As a result of this audit (which cost the county FCPS something like $270K), they've already had so many employees "modify" their medical plans because they obviously were not capable of providing proof of their dependents and / or spouses, the FCPS has saved a few million dollars on medical costs.

I think something like this needs to be done on the free and reduced cost meal plan. If the parents had to truly provide income proof, the school would probably be down to a few dozen students who would actually qualify for these plans. Those parents who drive BMWs and Mercedes Benz autos, yet have their children eating for free at the school should be very ashamed of their behavior.

Do students eligible for free and reduced priced meals have to pay AP-IB exam fees? No. FCPS will pay the exam costs for all students eligible for free and reduced priced meals. In order to receive this benefit, it is important that parents and guardians return the proper forms to the FCPS Gatehouse Administration Center, 8115 Gatehouse Road, Suite 4100, Falls Church, Va., 22042, attention: Gabriela Ramos.

It is very upsetting. Good honest working families work hard to pay for their kids then are many many families that push it off on the tax payer. When can we say NO to these people and tell them to go to work even if it is McDonals, Walmart or cleaning houses to pay for their own children. +2000!

It isn't just the free and reduced lunch program that was affected by the shifts from Prince William to Fairfax. The schools are overcrowded and class sizes keep growing. The Southwestern Boundary study just occurred and those areas are right along the border of Prince William. Why do you think there was suddenly so much overcrowding in that area? The other problem is that more people are now using the resources (schools) than are actually paying into them (taxes). We are now feeling the impact of that as we are now going to be going on three years of no increases in teacher pay. Wake up Fairfax County.

The classes are way too large and the teachers keep being pressured to make everyone pass. And there's not any raise in the paycheck so morale is sinking. Dang, the whole ship is sinking. How can a kid who is struggling really get help with so many others around him/her in the same boat? You can't squeeze blood from a turnip.

The other thing that is happening is that kids are cheating up a storm and the teachers are looking the other way. What comes around goes around. We are going to pay one way or the other.

Fairfax has to realize that it can't save the world. It has to put on its own oxygen mask before helping others.

It's ok because those who run everything keep telling everyone that people move here because of the schools. Guess the board needs to have a contest for a new slogan.

Not all but most of the kids that come to the high school with the free and reduced lunch are disruptive kids. They don't care about a high school diploma. They want to hang out with their friends, walk out of class or cuss the teachers out. Most of the parents could care less that their kids are disrespectful and rude. The kids that act like this their parents act like that also. This is what all the "give me" has done with this generation.

Can someone run for office that will do something about all the abuse with this program. I don't think the place where the forms get processed for FCPS check them. If you fill out the form they just give it to them. Please someone run for office and STOP this.

The School System takes 55% of the the budget. Way more should be cut. Lunches are small potatoes. What needs to drastically be cut is the outrageous teacher pensions. 75% of average last 3 years of salary. My real estate taxes have double in the last 8 years to pay for these extreme benefits.

The best solution to eliminating poverty is education. The best way to learn is to be prepared for learning. Proper nutrition is a key to being ready to learn. FCPS lunches have a very high nationally accredited rating. There are fresh fruits/vegetables available every day, lowfat choices, vegetarian options, etc. It's not the school lunch you remember. I know of a little girl who went to school with her bag lunch on the first day, and in it there was a handful of potato chips and a small bag of marshmallows. We sent home the lunch form. Yes, the parent liaison also got involved, and yes, it's nice to offer parenting classes, etc., too. Schools are doing their best to help in this area. But the priority remains student learning. We can't blame a five year old for not having what she needs to learn. And we can't ignore the situation and push her down a path of being a lifelong drain on the system either.

As a parent who often volunteers at our daughter's school, you would be shocked at the junk that comes into schools in lunchboxes. The school lunch is often much healthier. I'm not saying this just for kids in poverty. I'm saying it for kids in general. I think a lot of them must be packing it for themselves, because it would be awful to think parents are making some of these choices. And you wonder why behavior is such a concern for some kids? Start by looking at their diets!

Go to a high school and look what is thrown in the trash. Then watch the same kds who get free lunch pul out all kinds of money for the snack machines. The abuse is that many many parents have money to make good lunches for their kids but lie on the forms to qualify for the free lunch and all the benefits that go along with it. It is a joke. Ask any cafeteria person what the kids eat and what is thrown away. The tax payers are funding all this. Most of the parents that do this are sitting at home doing nothing but waiting for others to take care of their children and them. Everyone feels entitled. The ones that do work want to keep their money and have tax payers pick up the slack for their kids for all of school costs not just lunch. That is what I am fed up with.

How much does it really cost for but enough stuff for a good bag lunch packed by mom in the morning. Bread, good lunch meat or egg, ham salad, healthy chips, fruit. It might take a little time o go to the store and time to fix it. Maybe spending 20 dollars or less. Parents on free and reduced do want to be bothered. They are basicall lazy and the first to complain. I volunteer are my kids middle school and high school and see how the kids act but I see they learn it from their parents who come into to school when they have an issue instead of talking start yelling and then the bad words follow without a care who is around to hear them. If I worked at the schools I would band these parents till they learned how to act. As someone earlier said it is not the kids fault, they learn it at home. One thing I know they learn is how to take advantage of people and know by cussing someone out they can have their way. It is all upbringing.

Newsflash. Many of our families really dont have those "20 dollars or less" each week, and if they did, they couldn't make as nutitiously comparable a bagged meal to the lunch program. Until you see these needs on a daily basis, it's hard to understand. It's easy to complain about parental care when you see a child wearing a dirty shirt. But when the answer is sometimes that they had to make a choice between paying for dinner or paying for laundry detergent, it makes a difference. If it really bothers you, get involved with community action groups. Be a part of the solution.

Nobody likes to hear about people who take advantage and abuse a program. But to jump to the conclusion that the service should be cancelled because some abuse it isn't sensible either. Should we close the highways because some drivers speed? Eliminate liquor stores because some use fake ID's to get it?

It would be nice to have additional oversight to help prevent abusers to the system. But how should this be funded? Should we remove police officers from the street to stand next to the snack machines/watch the trash cans? Maybe hire additional people? How should we pay for that? And then would people be online complaining that we're paying for snack machine oversight?

It costs money and time. Often when one does not have money it goes hand-in-hand with not having much time, either, due to multiple jobs.

I have no problem with the free lunch program (when properly applied - and, when dealing with large populations, what Fairfax does appears to majorly properly applied).

For the families that really do need it there is no problem. BUT many of the kids that are on it have new North Face clothes, the expensive shoes, name brand bags ( I do not known the difference so when I ask the kid they all say they are real). My husband and I support our family(5 kids) on $51250 a year. I do not have a job outside the home but volunteer at my kids schools. I make lunches for all (including husband). We have the kids in all the after school sports, music and so forth but we budget to make sure we can afford it. We do not expect others to pay for our family. What upsets me is the way some families think it is the county problem to make sure their kids are able to play in extra leagues (scholarships) and if you are on the free lunch all the school fees are paid if they want to play. Then at school functions you hear these same families talk about where they are going out to eat, or the new clothes that they got their kids because others are subsidizing their lifestyle is my thinking. Nor do they feel guilty about it.

Exactly. Most often, the program works exactly as it should. And yet there are some who will try to get over on the system, which ticks everybody off. But what is the SOLUTION to that? Cancel the program that we agree makes a difference for those who need it? Fund additional oversight (at what cost? at what deteriment to another program?)?

I'm always amazed at people who complain about all of the problems they see and offer no other solution other than to expect people to do the right thing because they do the right thing themselves in their own family. The current system expects people to do the right thing! And yet some still manage to get over. Go figure. "Oh, we should just give poor families $15 per week and make them pack their own lunches. But they better not use name brand products, or we'll be onto them!" "Better yet, we'll fund the program and dictate exactly what they can eat and make sure it is healthy." How is that different from the current school lunch program? Are there still really people out there who think there is some simple magic bullet solution that can right the wrongs of poverty? And none of the rest of us thought of it yet until you, brillant taxpayer that you are, posted it on Fairfax Underground? We all agree that there are abusers in the system. But how should we monitor that better? At what cost?

By the way, I just donated a ton of gently used (like new) name brand clothes of our daughter's to a younger student whose family I know is in a terrible bind at the moment. She loves her new "GAP" sweatshirt and wears it all the time. Should I have tatooed "donated" on the back to make sure you all know that the family is not on the take?

Your missing the point. I think we give to much help so the people who really need to learn how to support themselves don't bother to learn. They know someone else will take care of it for them. When they learn to do for themselves then they get self respect. They feel good and then pass it on to their kids. It is a growing experience for them as parents and the kids would learn by watching them and not depending on handouts. That is why projects in the inner cities never worked.

I don't understand. Are you suggesting the school system should be more responsible in making parents learn to do things for themselves? There are tons of parent education workshops, ACE classes, etc. Are you suggesting the school system require them? How will they decide who must go? Who will pay for the instructors? The county already has a system for mandatory classes through the courts and such.

Parents and people in general need to take responsibility for their family. When we stop force feeding and telling them what to do. They need to examine where they are going in life and what it will take to get there. We as a country keep giving (the feel gooders) so the reciepients really don't learn how to take care of them or their family. When you keep forcefeeding people they never grow.

Many years ago, I taught in a school that had a huge percentage of free and reduced lunch students-many of them brought money for ice cream which was extra or to stop by the candy store on the way home.

The "bag lunch" kids seldom had money for ice cream. They were the kids of working parents who did not want a hand out.

Many of the free lunch kids dressed better than the others.

I agree that no child should go hungry-all children should be fed. I don't have the solution to this problem.

I don't know where you are coming from with that comment but we bought a "handy man special" 16 years ago that we pay property tax on. When we bought the home we had 23 percent down (that we saved). When we had the 2nd child I quit my job to stay home and take care of the kids. We always put $100 extra on our mortage. Never bought a new car, always at least 2 years old and kept them for 150 thousand miles one them. Always use coupons and rebates. I don't use credit cards and live within my means. It is called responsible. It you are paying 9000 on property tax maybe you bought to much of a house. Plus we always save at least 7-10% a month. I was young when we got married -20.

Here's some basic math to prove that you are a leech to the county. I pay $9,000/yr in property taxes and only have one kid. Let's say you pay $2,000 for your handy man special trailer and have FIVE kids. That means your kids go to the same school system than my kids but you're paying $400/yr per kid while I'm paying $9,000. That means that I'm paying about 22 times per kid than you. Does that sound fair?

But you were too busy in high school getting knocked up to understand basic math.

People with poor family planning is as much of a pest as illegals and free lunchers.

Why would it have to cost more money to oversee the free lunch program? First of all it's a joke that the only requirement to get on the lunch program is to fill out a form. Would requiring income documentation increase the number of people to operate the program? I believe just the idea of having to provide documentation would stop a lot of the cheaters. The County school system has absolutely nothing to gain by clamping down on the free and reduced price school lunches. They are Federally subsidized so there is no reason to have that infringed upon. Its taking money away from a program that employs many food service workers, administration personel and food transportation jobs.

If there were a clear and counted number of people recieving these subsidies, such as those that may be of less than legally documented, then citizens would demand that their taxes not go towards feeding the children of illegal immigrants.

Of the 175,000 kids that attend the County schools, let's say the national average of 5% were not here legally, that would be 8,750 kids. If just 50% of those kids were on the F&RP lunches, that is over 4,300 kids PER DAY that are leeching money from our taxes. I wonder how much it takes to feed 4,300 kids each day...

This is not what the school wants. They do not need the masses getting involved in their business. Whether the parents of those kids are illegal or not, the school gets paid to subsidize their food, their education and their books. The County schools system just wants more, because they get grants and can ask for more money that the County ios more than willing to just hand over without any sort of audit or accountability to what it is being spent on.

Its time for some accountability from the school system. Let's find out where our money is going so we can begin to steer it towards where it should go.

That's some good logic. So if having kids on the free lunch program is a good thing because it draws federal funds then let's just do away with lunch fees period. FREE LUNCHES FOR ALL!!!!

Good for you for living in a big expensive house.

Kinda funny how you are knocking the lady with 5 kids since you have just one.

If everyone had one kid, gee I wonder what our country would look like in 50 years??

There wouldn't be a lot of people around to buy your big fancy house now would there?

Good luck with that social security check that you are waiting for when your ONE kid can't support the system.

Look no further than Japan and Italy and the terrible mess they are in because of all the ONE and no child households.

That lady that you mock and ridicule for having five will far out contribute what you do simply by the fact that she has produced FIVE future taxpayers and homebuyers, etc.

Your self absorbed self is positively pathetic.

How about breakfast, shots, field trips, just about anything that most people consider part of the cost of raising kids? Hell, there are some kids who get cab fare so they can get to school, have no idea why though. Once you get on the free or reduced lunch list, just about everything is paid for. elementar kids get school supplies, computers, you name it.

I can remember when I was in elementary school here in Fairfax Co. and if there was a kid who was poor, the school would very quietly provide the kid with school supplies, the teacher would just slip them in the kid's desk when no one was there (I know this because my mother worked in a school). Now, parents of kids on free/reduce lunch come to the school and ask when they will get their supplies. Then at the winter holidays, (can't call it Christmas) teacher's/PTA will get together and take up toys, gifts etc that are distributed to these same kids. Hell, recently I heard, and I'm not making this up, a school organized a pet food/toy drive to provide the pets of kids on free/reduced lunch

A secretary at the school where my kids go said that the parent of one of the kids that got free clothes, toys and Christmas presents came and asked for the receipts. She wanted to return the things that were already wrapped (she unwrapped them) and exchange them for electronics stuff. They are getting hundreds of dollars of stuff (winter coat, clothes and toys) but she had the nerve to want more or to tell what she wanted. Not even a thank you. And yes, the answer is they are illegle and the favorite line is "What are you going to do for me".

I opened a Pandora's box when I was the sponsor of an after school club. One parent went to the principal and said that she couldn't pay the club fee for her kid (pleading poverty). I got the PTA to pay the fee, but then I suddenly started getting more calls from parents asking for a free "fee". This was something we could not do because we had expenses and the PTA did not want to start chipping in for every kid.

This goes back to what someone earlier said people expect their kids to do it all and someone else pay for them. The entitlement. Got to go. Put it back on the parents. They can work another job at mcdonalds to pay for their kids stuff.

What do the parents feel the kids when they are home from school for a week? maybe they should practice packing a lunch and see how cheap they really can feed their kids.

I agree!

Go to Shopper's and stock up on peanut butter, whole wheat "white bread" (yes they do make this and the kids do not notice), apples, and some fun snack.

My kids will NOT eat a school lunch and think it is gross.

I bet your kids will thank you for making them lunch.

PS I work and have three kids. If I can do it so can you.

Yeah, at least FCPS hasn't picked up this scam yet:

Quote
Chicago Tribune
Fernando Dominguez cut the figure of a young revolutionary leader during a recent lunch period at his elementary school.

"Who thinks the lunch is not good enough?" the seventh-grader shouted to his lunch mates in Spanish and English.

Dozens of hands flew in the air and fellow students shouted along: "We should bring our own lunch! We should bring our own lunch! We should bring our own lunch!"

Fernando waved his hand over the crowd and asked a visiting reporter: "Do you see the situation?"

At his public school, Little Village Academy on Chicago's West Side, students are not allowed to pack lunches from home. Unless they have a medical excuse, they must eat the food served in the cafeteria.

Hello parents:

Your job as a parent is to make school less stressful.

Please pack your child a lunch.

I feel sorry for the kids made to eat the crap FCPS serves as a lunch. If a parent would not accept it why would your child.

Get off your lazy ass and make your child lunch.

Not a sermon just a thought.

I think people here are not upset with feeding kids. I think most of them are upset because some people put even the small part of being a parent (feeding their child) on the taxpayer. Then the counties, federal government and state government made it so big that all other parts of what parents are to provide for their child is provided by government agencies. So then those parents have all this extra income to do whatever and the parents that do get the extra help have to watch all their pennies.

I really do not think it is the food, it is all the extras and the way the parents of the child receiving the benefits and always wanting more or rude to the people in the schools if they don't get the extras when they demand it.

Just an opinion.

Get real, mostof the people that are on it are illegal, or have drug and booze problems, not to mention prescription drugs. Can't wake up in the morning so it is left up to the school to take care of these kids. Even some 1st graders take care of themselves in the morning. Not to mention 5th graders taken care of younger kids and the parent when they over do it. If we know parents like this stop making it easier for them and get them on board taking care of the family they created.

I taught with an "old school" principal many years ago. If a kid dropped money on the floor we took it and put it in the pot for the lunches or supplies. (This was easier than figuring out who the money belonged to. There was nothing at school to spend money on and she figured that any money floating around must be for lunches.) She figured if they had money to play with, it should go toward paying the bills. Of course, almost all the kids were on free lunch. The ones that weren't on free lunch just had too much pride to be on free lunch--they were poor, too.

Can you imagine a principal today doing that?

p.s. She was an EXTREMELY kind woman. She just had strong principles and values. This was forty years ago. Free lunch was abused then, too--but nothing like today.

In 1982 when I became a single parentof 3 kids the school where my kids went to kept asking me to fill out the paperwork for the free lunch with out knowing my financial status. Thye needed numbers then to get the program off and running. I kept telling them "no" because I would never accept welfare. Back then that was a stigma and I did not want to be grouped with that status and supported my kids and myself with what I made. For two years I was asked monthly about signing up. Just looking when the program started to the abuse now is criminal. It made it easy for people to take the easy way out. It started people thinking that others will take care of them.

Lol!

As it turns out, a bro-in-law - for whatever bizarro reasons he had - drove up to NYC today and bought us a couple roast ducks from a Chinese joint in Chinatown there. And he's coming back today, too.

So we're also going to "have Chinese" for Christmas dinner!

Yum.

don't worry about it, they told me they "spot check" the applications...... AKA they never check, I have neighbors with 6 figure salaries that stupidly admit to taking advantage of this. Certain other groups of diversity have long known this secret and have scammed the system for many years.

Goverment workers get commuting assistance. IRS employees who don't pay their taxes get bonuses. Cliven Bundy gets to graze his cattle on goverment property for free. GOP parasites shut the goverment down, did not work and got paid for it. Church Mall Corporations like McLean Bible don't pay taxes.....The Silver Line Metro is a huge scam that only helps properties owners along the route and people who wont be able to use it have to pay for it....
And somebody is complaining about kids getting help with lunch? Yes, thats is definitely the BIG problem
Amazing...
