Civil fees in construction zones?

I remember hearing in Driver's Ed that speeding ticket fees are doubled in construction zones. Is this true for the new bullshit fees too?

The civil fee for speeding in a construction zone is $18,000 dollars, which is totally awesome because it all goes toward road improvements.
