the british were highly in favor of ships with trade going in and out of London and how they might build businesses upon it
captain was a dangerous job and they went between routes merchants asked. the british didn't invent the slave trade - carrying people from one place to another was not un-common for an empty cargo ship. they were also attacked by pirates - ie by the spainish
the british DID believe colonizing the world was an important and moral duty and they didn't try to "own it all" (rather some did some didn't). find a lost area and colonize indigenous people to create cargo you had created an enterprise and a new stop in the shipping logs. they didn't bring military to each location. and sure they would "buy foreign land" if offered a good deal and needed it. there was a huge world to colonize they did have money to just "buy every place"
THEY DIDN'T REALIZE HOW UNGREATFUL THE WORLD WOULD BE - THIS GREAT QUEST TO COLONIZE THE WORLD to make a tremendous shipping merchantile world. for example: many colonies formed governments that seized british property which is now "lost in time" no refund practically (ie, in Africa)
it was the goverment royal people who decided where and when military would be sent: these people did a horrible job - attacking potential friends and loosing land they'd won in battle senselessly. often deployed to protect the finances of an evil man doing business that "would be hated and need protection". if you are saying that failed: it was never meant to last long - that.
