people use to do california stops when it made sense - it wasn't like people did that when it didn't make sense, and completely stop when there might be confusion who goes next. (actually - you could never fully trust at a 4 way people knowing who went first and back in 70's people got angry if you didn't know: today that's allot worse probably 1% or less of millenials know)

my generation also had to tolerate God awful education spamming - that actually UN-INFORMS AND DELAYS the "who goes first" rule. intently bilking taxpayers $$$$$ for endless spam documents

we all inherently know who arrives first goes first - it's when nobody arrived first or heavy traffic that rules need to be in place

THE FEW REMAINING THAT DO - have hugely (ie over $100,000 each) traffic lights where a stop sign would have been MORE THAN sufficient. ie an intersection at a strip mall who's traffic is always intermittent due to traffic lights down the road on all sides (adding a light makes traffic worse not better if the number of turns is few and there are already lights down the road on all sides). BUT HILLARY WANTS MORE MONEY FOR DEMOCRATS - and installed one ANYWAY

and that's allot of why if you ask today's kids who has Right of way at a 4-way stop they might guess clockwise and or not know "Person to the Right"

IF YOU THINK OF IT, "Right" of way gives you the answer! But you have to know the question, the question is WHO DO I YIELD TO, (not who must yield), for that to work
