I'm not even an out-of-towner, and I didn't know about the I-66 full-lane HOV retardation until a friend was pulled over for it. When I always saw Troopers pulling people over en masse, I always assumed they had just set-up speed traps. That, combined with decades of Pentagon commuting by family members, and I never heard of the law until a year or two ago.
