The stores have plenty of stock - just not "the full selection". And over the week it will be improving.

Friend of mine lives in an area heavily populated by south of the border and south Asian immigrants. She says the stores near her have toilet paper, paper towels and bottled water. They are bulky items that have to be stored. What the immigrants near her are stocking up on is rice, dried beans, boxed dry food items and similar long lived food items.
The people who are stocking up on milk, bread, toilet paper and bottled water are the ones who race out and buy these things whenever the weatherman announces snow. The American born.

If you went to any Costco six months ago you would have seen "dotheads and chinks that are pulling two carts full of water, toilet paper, milk and eggs". That behavior had zero effect on the availability of water or toilet paper at Costco then, much less at local stores. It isn't the people who always shop that way that are causing the shortages. It is the people who have changed their shopping behavior.
