Why are there so many Cops hanging out in empty parking lots late at night?

I was driving in Woodbridge last night around 1am and I noticed there were FOUR cop cars in a church parking lot. They were all adjoined opposite to one another, presumably to be closer to one another other. I've noticed this happening in PWC more so than Fairfax County. Normally in FFX they tend to set up shop on a highway for some speed enforcement. At my job, if we spend too much time around the cooler my supervisor would throw a fit. What about these guys? I'm assuming they're talking about how shitty command staff is and all the other cop gossip. I'm not expecting them to harass people with citations but I do expect them to make their presence known so that a criminal would think twice before committing a crime, particularly property crimes. Not to mention I came across like five vehicles without their headlights on and another five driving in a reckless manner.

One theory - The cops are hanging out with the Uber drivers in the same parking lots, waiting for their next ride ping. Yes, a number of rides I requested found the drivers hanging out in the Chantilly Walmart parking lot or the Fairfax Towne Center parking lot at night. Uber drivers are not interviewed in person before hiring, so lacking that, they can better hide suspect activity that may not be in a criminal record background check. Uber corporate, they even tried to retain their drivers from high risk 3rd world countries which Trump imposed the travel ban which was later upheld in a modified form. At the same time, not saying all Uber drivers are bad, which many are very good. OOTH Lyft drivers are interviewed in person, unless good record driving with Uber before, and Lyft was trusted to provide rides on the Fort Meade military base.

It's called Hoodling and done for the preservation of health and/or sanity.

Usually on evening or mids so someone that has been up for many hours can sleep and the other guys can watch the sleeper's back, or just to meet and discuss the dumb/wierd/saddest shit you can imagine.
