"Urban Farm" is an well developed topic for a many highly urban countries in the world.
Among the most successful such urban farm nations are (01) Holland and (02) Singapore.
Both countries are "agricultural exporter" , as is the United States.
The difference is that United States use a lot of land and old technology, and highly proned to weather variations, such as severe weather pattersn.
Urban Farms and Recycling Aquaculture System (RAS), are environment friendly, and typically done, in relatively small amount of space, often via "Vertical Farming" in enclosed Greenhouse.
This technology is an "excellent fit" for highly urban areas, such as Fairfax, Arlington and nearby Northern Virginia counties.
This is why I have initiated recently

Dutch (Holland) is a small country but highly successful and prosperous.
They have higher standard of living than the United States, including Virginia !
By "collaborating" with the Dutch, it's a win-win for both of us.
"International Trade" with friendly countries, and shared democratic values
brings properity for us, and for them.
It's a proven economic fact (For those who are unfamiliarity with benefits of "International Trade" , just study how and why "Italian Renaissance" got started in the 15th Century, as an example, after 500 years of "dark ages" and wars and failed crusades from 500 AD (After fall of Rome) to 1300 AD, in Europe.
I repeat,
"International Trade" with friendly countries, and shared democratic values
brings properity for us, and for them.

RAS (Recirculating Aquaculture System) for select economically valuable fish found in the Chesapeake Bay and coastal Virginia can be done here at Northern Virginia Community (Fairfax County + NOVA), complimenting "Urban Aquaculture" via Urban Farms.
Most successful RAS Aquaculture nation is not USA (exception, California).
Most success explorter of RAS aquauculture fish includes Korea in the east, and Italy, Holland, and Rumania in west.
