During Hurricane Katrina, many were evacuated to Houston and stayed there or went to wherever FEMA relicated them, particulaty Baltimore. When they built back up New Orleans, many could not afford to return due to the rent prices increasing. Perhaps this was all deliberate. The black population in New Orleans was cut in half. One way to deal with this issue is to limit bus public transportation to an area. If you increase bus public transportation, rents/sale prices go up or neighborhoods go downhill as far as security goes, which also confirmed by friend who works in national law enforcement. Look at the areas of the county with no or little bus service (only commuter park and ride service) vs. those areas with lots of service that is frequent, all hours of the day and night, and weekends as Fairfax Connector 401/402 is perfect example. Life experience in Fairfax County has taught me not to move to such neighborhoods, and when the county department of transportation wanted to start weekend service in my area, I told them that weekday midday service already here had very little ridership (2-3 people per bus), so they backed off with comments of all combined. Its not racial color that biases me as there are good middle class people of various colors and even some lower class, but the desire to feel reasonably safe in your neighborhood.
