Get a camouflage dome tent and set up in the woods on the JMU campus. You can use the shitters and the showers in the athletic buildings. You can make money spotting illegally parked cars at University mall. Tow truck drivers will give you 5 to 7 bucks for each good tow.

I hear there is a tent city in the woods at the Pickett / Rt 50 intersection.

Go to bull run park and pay $20 a night to pitch a tent and have access to showers/bathrooms/camp store, i think they allow 28 days in a row before they can kick you out. Spend that 29th night somewhere else, then the clock resets and you can spend another 28.

I think hotels have the same law, don't quote me.
