You are getting closer to the truth.
This is all fallout from the 2013 redistricting.

The school board was surprised when they learned that Fairfax Villa students were not doing as well at Woodson as those from other feeder schools. They could not acknowledge that Woodson has higher academic standards than Robinson, and the demographics at Fairfax Villa are not terrible, so they were left with no choice but to blame the instruction at Fairfax Villa.
That's why you are seeing turnover in the lead curriculum positions, and whines from the teachers who are being forced to create better real-world results from their students, not simply improved standardized test scores.
Liz Brumbrey and Kyung-Joo An, though both female minorities, appeared ready to take on the tough marching orders to make these children better prepared for middle and high school.
This is an unfinished story.
