Heard that the new FCPS auditor has been on paid leave for a couple months. Has there been any news on this? What happened and why is this not in the news?

A more logical reason is that the auditor was preparing a report that was related to the School Board's spending. Since Garza and the School Board have been hand in hand with the spending plan since Garza's arrival there was only one possible thing that they could do! It is possible that they made a mistake and actually hired an auditor with some integrity. The arrangement of an auditor's office reporting to the School Board never made sense because from the beginning it had the odor of the fox guarding the chicken house all over it.

Did this coincide with Garza's resignation? I'm sure they are keeping this quiet until after they try to pass the meals tax. Don't want the public to know they may be blowing millions before they give the voters a chance to vote for giving them more millions to blow!

Did a google on the auditor. The group she worked for prior to FCPS was reported to being investigated for fraud.......Sounds like SB did not do due diligence when the auditor was hired.

This is the group the auditor worked for before FCPS. She left there about the time the investigation was going. There is more, if you google, from earlier this summer. Maybe that is why she was put on leave.

School board definitely screwed up again - hiring an auditor who is tied to financial fraud, illegal operations, and mismanagement. Way to go FCPS! Why don't they fire this auditor general instead of putting her on paid leave? How much is she making?

They can't and don't have to discuss personnel issues. Even if we are paying all of their salaries. Even if we are paying their salaries and they are not working.

Under what circumstances can/will FCPS put someone on PAID leave? This needs to be laid out. FCPS needs to demonstrate, to some level, that the rules are being followed with respect to the auditor.

In addition to the issue of the auditor's leave is the auditor's function. This is an important function, how is it being carried out while the auditor is on leave?

It is interesting that this auditor was found as the result of a "nationwide search." Maybe some more information on the details of that search needs to come out, as it seems, perhaps, that best practices for due diligence were not followed.

The auditor REPORTS to the School Board. Everybody works for the school system. Everybody works for the School Board. The School Board turns over everything to the Super.

Being a Super is the closest thing to being a dictator you are going to see in the United States.

I agree. This doesn't make sense to have somebody on the inside monitoring the inside, particularly when the inside is totally corrupt and inbred.

The Auditor is kind of on the inside and kind of on the outside, but not really. Yet, maybe sort of.

The "nationwide" searches that cost FCPS tons of money do not seem to be working. It would be better if they submitted candidates' names to a group of great researchers, i.e. teachers, and they would come up with the background info that the search firms seem to miss. Or the school board should appoint one of their members to do research independent of the firms. From this one it would appear the student rep could have done a better job.

Do you understand the role the auditor plays in a company? She had been the auditor for quite some time. Google this--there is a WikiLeaks online about this company. She may not have been involved, but she made some poor decisions.

Our lawyers recommended the auditor be placed on administrative leave until she is cleared of the charges or until she is fired. The Superintendent has the authority. She will designate a member of the board to handle any further determinations in this regard before her resignation takes effect. The lawyers have advised the SB to keep their mouths shut because of the lawsuit. There, now everyone can STFU!

The Fairfax County School Board has placed auditor general Goli Trump on administrative leave through the November presidential election.

The removal of Trump is “the latest step in the board’s efforts to make the School Board audit function appear independent,” said School Board Chairman Pat Hynes.

Being named as a witness is one thing, as a defendant is another. I've been through lawsuits, being a witness is far from a full time job. Being a defendant can be another story. If her past activities are interfering with her job, they should let her go, plain and simple.

I still want to know how much she's getting paid not to work and what FCPS is doing to ensure continuity.

Oh yes, what's this training in Colorado Zuluaga and Garza have run off to? Why is Garza getting ANYTHING now that she's resigned? I get that there is some provision for training for school board members, but that does not apply to Zuluaga. Maybe he is being trained on how to do some work?

what your not seeing is when there is allot of musical chairs for jobs and lost records it becomes impossible to say "hey this person didn't live up to gov standards or that of their predecessors from the 80's, got paid too much, and skipped TOWN"

your not seeing that lack of accountability is required in making shell games

fx co gov sought this person from TEXAS despite that the county had PLEANTY of doctors who were and are still un-employed or badly under-employed

seeing water and road work %98 mexican workers for the 30 years democrats have had control of fairfax county, seeing the contracts are with companies OUTSIDE OF THE STATE of virginia, you can wonder if there arent corrupt (and political) hiring practices in that other state (if infact the shell company outside the state exists!!!!)

never take news at face value. always reason through what can have happened and where the money is, follow the money and then also the motive

Apparently, the company was already being investigated when she was hired by FCPS. Did FCPS not investigate at all? Who was the hiring authority--school board or Garza?

They were probably snookered by the fact that she worked for a "non profit" and, therefore, was a good person.

1. The School Board hired her.
2. It could very well be a situation where she has not been convicted of anything (yet), so there aren't any grounds for termination, yet she is in such a precarious position, that she should not be active in a position like this.

The question is how long can this go on? Has anybody checked into the court situation?

Regarding the two "facts"- these are not necessarily related. Two entirely different items.

1. She worked for a non-profit. That's a given.
2. Was she a good person? Working for a non-profit does not necessarily equate with being a good person.

Let's guess her monthly salary. I will open at $10,500.

Actually, after reviewing this list of the Gatehouse six-figure club, I think I will revise my guess up to about $12,000. Theresa Weatherman works for her and made about $125,000 back when this list was posted a few years ago. The Comptroller (Shakeel Yusuf) made about $134,000.

Anybody know how much she is getting paid?

FCPS thinks they have access to an infinite supply of money.

They know they "need" and auditor but don't really want to have one. After all, a real auditor might have questioned the hiring of Menville "Flip" Flippen and the building of so many turf fields.

By having an auditor who is on leave with pay, they have an auditor without having an auditor function. By having the auditor be on leave they can say they don't have the money to get another one.

So it is a win for FCPS, they can hire someone's unemployed nephew to be the $200,000 JEB Stuart renaming consultant and some freak to be the transgender consultant.

As soon as FCPS created an independent auditor’s office, an employee of FCPS — one of the largest school districts in the country — told her “Cenergistic’s purported energy savings were not true and were in fact costing FCPS considerable sums of money,” the lawsuit said. The whistleblower, known as John Doe in the lawsuit, said he faced retaliation after reporting his concerns to supervisors.

“Moreover, John Doe pointed out that Cenergistic was supposed to receive payments in an amount equal to 50% of the realized energy savings by FCPS; although Cenergistic said it had saved FCPS $5 million, it had billed FCPS $4 million, and John Doe had been unable to find anyone who could explain this result,” the lawsuit said.

He also said “that the Cenergistic contract did not comply with public procurement requirements.” (RELATED: Flint To Rescind Lead-Pipe Contract From Lowest Bidder And Award It To Politically Connected Firm)

Trump attempted to obtain a copy of the contract “from the FCPS contract register, which is supposed to contain a copy of all contracts entered into by FCPS. She learned, however, that the contract with Cenergistic was not available through the contract register, nor could anyone in the procurement office explain why an important contract of this nature for millions of dollars would not be available,” the suit said.

Trump informed the school board’s lawyer, John Foster, about her concerns but requested confidentiality because the ongoing investigation could involve top managers. Foster immediately tipped off Garza, the lawsuit said.

Trump then informed the school board that she intended to audit the Cenergistic contract, but Garza, school board member Janie Strauss, and chief operating officer Susan Quinn told her not to, which she found “suspicious,” given that “the Cenergistic contract presented all or many of the classic indicia of a contract at a high-risk of fraud, waste and abuse,” according to the lawsuit.

On June 17, 2016, a second whistleblower who worked in FCPS’ facilities department contacted Trump and made virtually identical allegations to the first whistleblower. He had no knowledge of the first whistleblower and also provided documents to support his claim, the suit said.

The second whistleblower said he had spent hundreds of hours trying to ascertain the basis for Cenergistic’s bills, but that Cenergistic had refused to explain. “He had no choice but to conclude that the bills and invoices submitted to FCPS by Cenergistic were, in fact, false,” the suit said.

The whistleblower’s supervisor, assistant superintendent for facilities Jeff Platenberg, “harassed him and ordered him to approve payment to Cenergistic despite the fact that Cenergistic’s invoices could not be reconciled or even understood,” it added.

Trump then obtained access to school system emails which showed that “it appeared that Platenberg had been paid to take numerous ‘marketing trips’ on behalf of Cenergistic.”

The emails also showed that “only days after Garza began her employment in 2013, she had been in touch with Cenergistic to discuss hiring them at FCPS.”

Days after Trump obtained the emails, FCPS fired the second whistleblower, and Trump was called in by the human resources department, who told her that an anonymous complaint had been filed against her, according to the suit.

Evans then ordered her not to investigate Cenergistic without approval from superintendent Garza, the lawsuit alleged.

“In a phone call on Aug. 1, 2016, [Trump] informed Evans that she felt she could not do that because Garza was a subject of the investigation and to do that would compromise the integrity of the investigation,” it said.

HR then attempted to physically remove confidential investigative material from the office of the auditor, which is supposed to be entirely independent from the school bureaucracy, the suit said.

“Plaintiff realized the situation was truly becoming critical and began contacting outside law enforcement agencies, including the Virginia State Police,” the lawsuit stated.

Evans prevented Trump from speaking with other members of the school board — collectively Trump’s immediate boss — and Garza told the board that Trump was being placed on leave, according to the suit.

An outside law firm then took over the Cenergistic investigation. “That investigation ended on or about Sept. 19, 2016. Two days later, on Sept. 21, 2016, Garza suddenly resigned from FCPS only two weeks into the new school year and only three months after signing a new contract with FCPS that would last through 2020,” the lawsuit said.

Even so, Trump was fired the next month, leading to the lawsuit filed against FCPS in Fairfax County Circuit Court.

FCPS spokesman John Torre declined to comment for this story, telling the Daily Caller News Foundation: “This matter involves active litigation and is also related to a personnel matter so our policy is not to comment.”
