Virginia Powers Free Solar Roof Program

The Solar Partnership Program is a multi-year pilot program in which Dominion will construct and operate up to 30 megawatts of company-owned solar facilities on leased rooftops or on the grounds of commercial businesses and public properties throughout the company's Virginia service area. Fully implemented, the program could generate enough power for up to 7,500 homes. Each installation could generate as much as two megawatts of electricity.

Nope solar is an investment. No moving parts and solar panels don't wear out.
Over the long run solar pays for itself and then is like getting free money.

True. And most depend on pumped rates for feed-in to the grid. Without that the numbers don't work. Which is why SolarCity and some of the others have stopped doing new leased installs in areas where the subsidies were cut.
