Fairfax deputy sheriff shoots man during confrontation outside hospital


A Fairfax County sheriff’s deputy shot and wounded a man during a confrontation Monday night outside Inova Fairfax Hospital, the county police said.

The man was taken into the hospital and first reports indicated that his condition was not life-threatening.

He came to the deputy’s attention shortly before 10 p.m. when hospital security personnel reported a man outside a hospital garage with “some sort of edged weapon,” said Officer Don Gotthardt, a county police spokesman.

The deputy was on assignment at the hospital, and in uniform.

The deputy went to a bus stop where the man had been reported, and found him, Gotthardt said.

At that point “some sort of confrontation took place,” Gotthardt said. The confrontation ended, he said, when the deputy shot the suspect.

County police arrived, and administered aid until rescue personnel arrived.

No injury was reported to any deputies or officers.

The deputy will be placed on routine administrative leave, Gotthardt said. Police have taken responsibility for the criminal investigation, he said.

Gotthardt said no other suspects were involved, and the public faced no threat.

Neither the deputy nor the suspect were identified as of early Tuesday morning. The nature of the weapon the man reportedly had was not specified.

The hospital is on Gallows Road in the central part of the county, south of Interstate 66 and west of the Capital Beltway.

The sheriff’s office and police have generally separate roles in Fairfax County. In the county, the responsibilities of the sheriff’s office include management of the county’s detention center, providing courthouse security and serving court papers in civil matters.

Deputies sometimes are called on to escort detention center inmates to medical facilities for treatment.

Maybe if you don't want to get shot you shouldn't be hanging outside of a hospital parking garage with an edged weapon. Dude must have been drawing attention to himself and making visitors/staff at the hospital uneasy.

I'm guessing that this bus stop where the confrontation happened wasn't too far from that parking garage. It's sad that the man died but if he threatened the sheriff with that edged weapon....

From the article it sounds as though this Sheriff was able to leave his post because there was anther deputy on duty who was guarding the patient/prisoner in the hospital and that particular patient/prisoner was deemed to be under control.

If he hadn't left his post to confront the suspect and the suspect had impaled an innocent bystander at the bus stop or gotten on the bus and created some sort of mayhem everyone would be saying - "Why didn't those armed sheriff deputies DO something???!!!"

Damned if you do. Damned if you don't. It's a shame that this guy died but when you threaten somebody with a sharp stake that person has a right to protect themselves. And a deputy has a duty to protect innocent bystanders.

The article says, the man had just been released from the hospital. Meaning he had been a patient? He was then escorted to the bus stop. This is how this hospital releases patients? To bus stops? Then said person has a mental episode by doing some crazy stuff? Why was he released to begin with then? So he was exhibiting normal behavior this whole time then this? Hospital has some explaining to do.

You can release people to ride a bus to wherever they need to go. It just depends on what they are in for. Granted, it isn't very common, but it is acceptable under certain circumstances. Hospitals don't have to provide transportation.

Before Liberals were in charge, and before any credibility was given to Black Lives Matter and similar groups, we used to have something called "personal responsibility."

The concept was that you are responsible for your own choices and actions.

Sadly, that theory has fallen into disfavor as everyone now has some diagnosed or undiagnosed medical or mental issue, or their actions are someone else's responsibility.

He got himself shot. End of story, or at least, end of one life and a shitload of questions for the deputy. Maybe someone else will learn from it.

If this guy had chest pain and they released him and he dies of a heart attack they are liable

He clearly was a danger to himself and others and should have remained hospitalized

If he had health insurance they probably would have kept him

A man suffering from an apparent mental health crisis who charged a sheriff’s deputy at a Fairfax County hospital wielding a signpost and was shot died of multiple gunshot wounds to the torso, a state medical examiner said Thursday.

But one month after Giovanny Martinez, 29, was shot at Inova Fairfax Hospital, officials have yet to answer crucial questions about the care and handling of a man who sought police help earlier in the day because he wanted to kill himself.

[He sought help, but ended up dead. A family wonders: Why?]

Martinez approached a Fairfax County police officer on the afternoon of Aug. 15, saying he wanted to take pills and die, his family said detectives said. The officer was sufficiently alarmed and Martinez was taken to the hospital for a mental evaluation, police said.

Staff at the hospital determined that Martinez was not suffering from a mental crisis and released him, police said. Soon after, he had the apparent breakdown and began wielding a signpost at a bus stop on the grounds of the Falls Church hospital.

Police said that hospital security workers responded and that Martinez struck a guard with the post. Security workers called 911 and Fairfax County Sheriff’s Deputy Patrick McPartlin, an 18-year veteran, responded because he was at the hospital guarding a patient.

McPartlin, who was trained to handle people suffering mental crises, ordered Martinez to drop the signpost, police said. When Martinez continued to approach, McPartlin retreated and then opened fire multiple times, police said. Martinez later died at the hospital.

Martinez’s family members said in an interview that they wonder how a man who had sought help could end up dead and questioned why the hospital did not hold him. They said he had struggled with his mental health in recent months.

Hospital spokeswoman Tracy J. Connell has declined to comment on Martinez’s care or the reasons for his release, citing federal health privacy laws.

Major Ed O’Carroll, a Fairfax County police spokesman, said this week that police could not answer those questions because they did not have health records from the hospital.

“Our focus is on the criminal investigation,” he said. “Search warrants are forthcoming to obtain that information.”

O’Carroll did provide a better timeline of events, showing that Martinez was held at the hospital for at least four hours and probably longer.

Martinez approached the police officer saying he wanted to kill himself shortly before 2 p.m. on Aug. 15, police said. By 4 p.m., the officer had left Martinez in the care of the hospital. O’Carroll said Martinez was discharged between 8 and 10 p.m. on Aug. 15.

Police had previously said Martinez was escorted to the bus stop by security workers, but O’Carroll said this week that Martinez asked hospital staff for assistance in locating the bus stop and that staff pointed out its location to him.

McPartlin, the deputy who shot Martinez, was involved in a previous fatal encounter at the Fairfax County jail in 2015. He was one of six sheriff’s deputies who wrestled with, restrained and used a Taser on Natasha McKenna, 37, who died afterward.

the "manager" of the facility has tight ties with the county to have prisoners forcefully submitted to INOVA, to be forcefully billed later. while likely not uniq (the practice assumably widespread by democrats): it is done to increase the money flow of the hospital and add penalty to those who have not yet been to court.

fx co gov has brought war into a place of solice and peace

they bring prisoners who don't need medical care into the hospital under armed watch - often who are wrongly accused and fingered for "taking them down a notch" in society

Doctors know this and for profit have condoned it, which is a black mark against their oaths and the fact %50 or more of their schooling was paid for by tax money (modernly). many of these doctors are illegals - who's degrees i imagine if inspected there would be problem: such as hard to trace foreign schooling, government loans by democrats, etc

the past history of this, say 80's and 90's is this:

any problems at the hospital occured while a prisoner who was under armed guard watch was at the hospital and tried to escape. reports of this were quite rare.

HOWEVER - in the past this was rare, as prisoners were not "forced into medical care" - they didn't get any medical except prison care unless it was really an emergency and humanity situation

TODAY: during obama democrat reign in fairfax - we hear of this frequently - some number of times every year

if the prisoner had to agree to paying you wouldn't see them agree to visit the hospital except in emergency

if the county had to pay - you'd likely see prisoners who had emergency dying due to lack of care / payment
