"Looks like it will" is not the same as "will operate". And of course, "operate" is illegal, since it would violate the establishment clause of the First Amendment.
So the original post says the decision to do it has already been made. But it hasn't.
Then it says "operate", which is illegal, just as it is illegal to "operate" Young Life or any other religious group. "Permit to meet on school property" is not the same as "operate".
So, yeah, still...not a done deal.
