There was a restoration process in place for qualified ex-felons.

Pay your debt to society. Complete probation. Pay all court costs and fines. Do not re-offend.

Then you petition the Commonwealth with a free and simple form. If you are not responsible enough to complete that, maybe you don't belong at the polls. (or maybe you are just the kind of retard voter that Democrats depend on?)


Mark Warner, Tim Kaine and even George Allen and Bob McDonnell restored voting rights in this way.
