395 and Duke Street Interchange...VDOT what the fuck?!?!?!?

Greetings from INOVA Alexandria Hospital...

So, 30 minutes ago I was exiting 395 south onto Duke Street east. As I climbed the on-ramp, I saw the glint of 8 sets of teeth which I later found out belonged to 8 darkly clad, brown, savage, mud-people ranging in age from early 70's to 4 years old.

I locked up the brakes. Fortunately, I didn't hit anyone.

I then stared in horror as a beaten up 1993 Toyota Camry ALSO being driven by a brown, savage mud person came up the ramp behind me and rear ended my 1969 GTO, likely totaling it.

As I was loaded into the ambulance, I noticed there is now a crosswalk and a crossing signal going across the on-ramp. Fortunately, the motorist behind the Camry handed me his business card and said he was emphatic that the crossing signal was not on despite the fact that the pedestrians were crossing.

I mean what the hell...where does pedestrian right of way begin and end? Should I have just plowed into them to avoid being rear ended?
