I think I heard someone shooting a bow and arrow, I'm near the FFX County Govt center. Anybody know what's going on?

Scanner says they are looking for white male that post about a bow and arrow on FFXU. Near the gov't center, possibly Coastal Flats. FFX1 is in the area now.
