Fairfax County maintaions a fink hotline and web page (http://www.fairfaxcounty.gov/complaints/) so that citizens can turn each other in to the county. Is there and place where the public has an opportunity to read what allegations have been submitted to the county?

Sorry but you have no business knowing what a citizen said in a private conversation with the police. You are just a nosy asshole or someone with something to hide.
I suppose it becomes your business if a mentally ill neighbor with an axe to grind lodges multiple anonymous nuisance complaints against his neighbors.
The site does not list the complaints, but does log the the ones that made the cut to become a County code enforcement case (search by street or case number)

So the named homeowner who wants to know if there are complaints lodged against him is more of a nosy asshole that the anonymous one lodging the complaints?

First you'd probably know because the cops showed up, right?
Second, in case they didn't, why not call the police non-emergency line and ask them? I don't want my real estate taxes spent on making it easier for assholes to look up whether their loud parties are being called in to the cops.
