in VA burglarous tools are illegal in circumstances but...
in VA tools to break in cars are illegal to possess unless your registered as having them with state as having them and having a legitimate reason for having them

dealers have tools that can steal a car - they are not allowed to leave the dealership
china is selling these same tools online globally, in VA as well

china is also behind selling credit card readers

and google is behind putting "books online" without paying publishers (i'd say: to destroy usa publishers. and piss me off really because it really means everything i paid hard for is free to foreigner democrats - now that they've stolen it into google while dodging publishers in court). a "public good" the WRONG PUBLIC is profitting from and the wrong pubilc is being PUNISHED BY, is the issue

your an idiot. it is illegal to buy and own kits to break into cars in VA - was for a long time.
