There are two choices to your question:

1) Never
2) 10+ years from now

As it stands, even the Rt. 28 bypass is not scheduled for completion until 2027. If the Clifton bypass is only a concept at this time, much time has to be set aside for community input, more costly traffic studies (on top of the studies that have already been done), planning, budgeting, etc.
