Why didn't Russia cut off Ukraine's internet, and do Cyber espionage?

It appears the US sent radio jamming equipment to Ukraine,programmed to INTERFERE with known Russian military frequencies, months before the invasion.

The Russians knew the US sent these devises, forcing the Russians to default to cell phones, over the counter walkie talkies, and internet communication tools. Now we know why the Russians didn't cut off Ukraine's internet, allowing communication from Ukrainians to the outside world.

Good job USA!
