It is federal land and carries a WASHINGTON,DC mailing address. The land lies in Fairfax and Loundon counties.

Also, the Dulles Toll Road and Access road is patrolled by Fairfax County Police and Washington Metro Transit Police

mostly Loudoun. Fed property
The airport area could be condsidered Chantilly, Oak Hill, Herndon, Sterling, Ashburn, Brambleton, Arcola, Pleasant Valley, or South Riding.

It would actually be considered Willard. The town that used to be there before they built Dulles over it.

Dulles Airport is federal property, subject to federal (not Virginia) laws. However, National Airport is in Virginia and is not federal property. (They didn't make THAT mistake twice...)

Similar to the George Washington Parkway, which seems to be in Virginia, but actually parts of it are in Washington D.C.

There are implications there for laws involving the posession of weapons, among other things.

FWIW. I think the terminals fall within the loudoun county boarders so i consider it loudoun more so then fairfax.

Wasnt sterling orignially built to provide housing for the airport employees?

Part of the GW Parkway between Rosslyn and the humpback bridge just north of I-395 lies on Columbia Island. Due to an oddity in the boundary line on the Potomac, this island is technically within the boundary limits of DC, not Virginia. All goes back to the Potomac boundary is not the middle of the river (like most rivers) but the mean high water on the Virginia side, so pretty much all of the Potomac and most of the islands in it are not part of Virginia.

So if you are northbound on GW, you cross into DC as you go over the humpback bridge just north of the I-395 overpass, and come back into VA just before the Roosevelt Bridge. Southbound, you cross into DC right after the ramp to Washington Blvd, and come back into VA when leaving the humpback bridge.

Reagan National Airport property is owned by the United States Government. So is Dulles. MWAA leases it from the U.S. government. Neither airport is "in D.C." They have D.C. mailing addresses because they were originally run by the FAA/Department of Transportation.

Reagan National Airport was actually built on swamp land filled in with dirt. Since the swamp land was part of the Potomac River (DC Territory). The District of Columbia has been trying to claim Reagan National Airport as theirs so they can gain tax benefits.

Dulles- By operation of the transfer act, all property owned by the FAA at the airports was transferred to the MWAA, with the Federal government retaining title to the lease. The original 50 year lease has been extended to 80 years, expiring in June, 2067. Dulles straddles the border of Fairfax County and Loudoun County, Virginia. Depends on which terminal you are in, you can be in Fairfax County or Loudon County.(This is how Taxes/permits work, not sure if this applies to laws)

Under which conditions did the Authority assume control of the Airports?
The U.S. government owns most of the airport property. Pursuant to a lease signed by the U.S. Secretary of Transportation and the Authority, the U.S. Department of Transportation transferred control of the Airports to the Authority on June 7, 1987, for a 50-year period; in 2003, the lease was extended an additional 30 years. The lease established the terms and conditions of the Authority's control of the Airports, most significantly, that the property be used only for "airport purposes."
(The only land that is not owned by the federal government is airport property that was acquired after MWAA was created.)

Both Airports are physically located in Virginia, but have Washington, D.C., mailing addresses. Where are the Airports located legally?
Reagan National: Ronald Reagan Washington National Airport is located in Virginia. Federal law and Virginia Code both state the airport is "situated within the Commonwealth of Virginia" (see 59 Stat. 552 (1945); 1950 Va. Code Sec 7.1-10 (1983)). There are also court decisions holding the airport is located in Virginia (see Pfister v. Director, Office of Workers Compensation, etc., 675 F.2d 1314, 1315-16 (D.C. Cir. 1982); and Bryan v. District of Columbia Unemployment Compensation Board, 342 A.2d 45 (D.C. Ct. App. 1975)).

Dulles: Washington Dulles International Airport was built on Virginia land acquired by the federal government.

When the federal government operated the Airports prior to 1987, both had a Washington, D.C. postal address. To help identify the service area more easily for travelers, the Authority did not change the addresses.
