Was this a real cop?

So I was driving home yesterday at around 9pm in Prince William County. I was in a right turn lane looking to turn right. In front of me was a black cadilac with Maryland Tags. The windows were completely tinted out. The cadilac nearly stopped and was half in the turn lane and the other half in the adjacent lane. I waited a second thinking he/she was waiting to either enter my lane or the other one. They didn’t and I beeped the horn. The cadilac flickers its rear deck lights which were blue and red. Eventually we both turn right and I get ahead of him and in front. He/she literally follows me all the way home until I park in my yard and they leave. I was debating on calling 911 to report it. I’m thinking they were probably the following:

-Narcotics (Vice)
-ICE
-Poser

In that order. I probably pissed them off that they couldn’t enforce traffic and had no legal basis to initiate a traffic stop.

Probably a Fed. And I'm pretty confident he really didn't give a shit that he couldn't stop you for anything.

The Feds have all kinds of cars like that, and minivans and Teslas. Why? Because people up to no good look at those cars and say "Ain’t no government jurisdiction that would have a Cadillac in their fleet."
