Fairfax trying to catch up to MOCO for child raping

Montgomery County is THE PLACE TO BE if you are illegal and love raping kids. They are averaging several per month over the last few years. Even the Fairfax beaners can't keep up.

MONTGOMERY COUNTY, Md. (ABC7) — The U.S. Department of Immigration and Customs Enforcement says it is, once again, frustrated with Montgomery County leaders after corrections officers released an undocumented immigrant accused of raping a child.


THE CASE OF RENE RAMOS-HERNANDEZ

According to court documents, Rene Ramos-Hernandez, 56, of Brentwood, Md., "forced unwanted sexual intercourse" with a seven-year-old girl "at least 300 times." The alleged abuse occurred from 2002 until 2003 when Ramos-Hernandez was in his late 30s.

In 2017, the alleged victim, now 25, came forward to Montgomery County Police. In August 2018, detectives filed for an arrest warrant. It took nearly two years, but last month, police located Ramos-Hernandez. On June 18, he was booked at the Montgomery County Detention Center (MCDC) in Rockville on one count of sexual abuse of a minor and two counts of second-degree rape.

The following day, ICE's Baltimore Field Office lodged a civil immigration detainer against Ramos-Hernandez, an undocumented immigrant from El Salvador. That same day, Montgomery County District Court Judge Zuberi Williams granted Ramos-Hernandez a $30,000 unsecured personal bond. Judge Williams tacked on a handful of restrictions, including electronic monitoring and curfew, plus ordered Ramos-Hernandez have no contact with minors.

On June 23, MCDC called ICE's Law Enforcement Support Center in Vermont around 9:20 a.m. to report that the accused child rapist was processing out of jail and would likely be released within an hour. ICE believed it was not feasible to scramble agents to the jail in that timeframe. In turn, Ramos-Hernandez walked. He provided a residential address along the 3500 block of Upshur Street in Brentwood, Md. According to ICE, the 56-year-old remains at large.

Court records note that Ramos-Hernandez is divorced, has one child, and works as a "remodeler." He faces up to 70 years in prison in the child rape case.


THE CASE OF LINDER MEZA-GARCIA

According to court documents, Linder Meza-Garcia, 18, of Silver Spring, Md., snuck into his 12-year-old "girlfriend's" Silver Spring house at least four times. In three of those instances, the two engaged in sexual intercourse, police allege. On May 12, the girl's mother found Meza-Garcia hiding in her middle-school-age daughter's closet. It was 2 a.m.

"During an interview with [detectives], Victim A disclosed that she let Linder Meza-Garcia into her room through a window and they had vaginal intercourse," authorities wrote in court filings, further noting that the sexual relationship spanned a few months.

Investigators interviewed Meza-Garcia, who reportedly confessed to having "vaginal intercourse" with the 12-year-old girl.

On June 16, Montgomery County Police arrested the 18-year-old and charged him with two counts of second-degree rape. On June 17, ICE's Baltimore Field Office lodged a civil immigration detainer against Meza-Garcia. That same day, a Montgomery County District Court judge granted Meza-Garcia a $10,000 unsecured personal bond.

MCDC called ICE and alerted them to Meza-Garcia's imminent release. Unlike in the case of Ramos-Hernandez, ICE managed to make it to the jail but agents were not granted access to the secure sally port. Instead, ICE apprehended the accused child rapist in the jail parking lot.

Per ICE, U.S. Border Patrol encountered Meza-Garcia in April 2019, after he illegally entered the U.S. as an unaccompanied minor. Two months later, federal authorities released the then 17-year-old Honduran national to a family member living in Maryland. Meza-Garcia had a pending immigration hearing and now faces up to 40 years in prison in the child rape case.


A HISTORY OF HOSTILITY

Last summer, Montgomery County Executive Marc Elrich (D) announced his Department of Correction and Rehabilitation would no longer cooperate with ICE. There was one exception. Elrich noted that in cases of "serious crimes," corrections officers would be allowed to contact ICE so long as the federal agency had already submitted an immigration detainer.

Elrich, however, stressed that the jail would not hold undocumented immigrants beyond the normal length of time it takes for release, regardless of the alleged crime. Such a policy, ICE contends, allows individuals like Ramos-Hernandez to walk free.

"Montgomery County continues the practice of not honoring lawful ICE detainers and release potential public safety threats back into the community," acting Baltimore Field Office Director Francisco Madrigal said in a written statement. "When they refuse to give adequate notification of an impending release to allow a safe transfer of custody, it shows their actions are insincere. ICE believes the best way to protect public safety is for law enforcement to work together."

On Friday, 7 On Your Side contacted Elrich's press office with the following list of questions:

Has Executive Elrich finalized his list of serious crimes? If so, please share it with me. If the list is still being worked on, has Executive Elrich set a target date for completion?
Do MCDC and MCCF allow ICE, under any circumstance, to access the sally port for a so-called "secure custody transfer?" ICE says it was denied access to the MCDC sally port and had to apprehend Meza-Garcia in the parking lot.
According to ICE, non-secure custody transfers are dangerous for its agents, the defendant, and the general public. How would Montgomery County respond to that assertion?
Does the Montgomery County Department of Correction and Rehabilitation have a formal, written policy regarding ICE? If so, please share it with me. If there is no written policy, why hasn't one been issued?

A spokesman replied, acknowledging receipt of the email and inquiring about the story's publication date. No answers, however, had been provided as of 1 p.m. on Monday.

Only about potential votes when illegals become US citizens parents and get a green card then citizenship cheating on the rest of the world who has to wait in the immigration line plus the sympathy vote from the illegals legal citizen compadres from their homeland

But what the hell cheating on elections and so many other things is a Democrat value
