Mask under chin, still technically wearing a mask?

Im a healthy person and not submitting to this ritual of covering my face. If I have it under my chin, Im still technically "wearing" it- just as one would wear a hat. Do these stores/orders have specific language about covering mouths? It just says "wear" one as far as I can see, and even what constitutes a mask is dubious at best.

No mask here and no one has said shit to me all year.
Stores have told employees not to engage anyone not wearing a mask as they are presumed to have a medical condition.
If a store puts a sign on the door then they have done their job. End of story.

Student bus riders will be expected to wear a face mask as developmentally appropriate. The bus driver will supply students with a mask if they do not have one. The bus will be cleaned daily with frequently touched surfaces wiped after each school served.
FCPS is implementing interim changes to key aspects of our facilities. Among them are the addition of Health Department approved sneeze guards at customer service counters to provide an extra level of protection for the public and sta!. Public health signage will also be posted throughout schools and facilities, including special provisions for entryways and elevator capacity.

The idiocy of this is that NY kept all of its childcare centers open for essential workers' children, and the cases were a literal ZERO percent. Who knows, maybe its good that kids will stay out of those indoctrination centers for as much as possible
