Suspected Drunk Driver Charged in Fatal Hit-and-Run

A Manassas man reportedly driving with a blood alcohol level twice the legal limit has been arrested for striking a pedestrian in College Park, Md., and leaving the scene of the fatal accident.

The Prince George's County Police Department was called to the 7300 block of Baltimore Avenue about 3 a.m. July 5 on the report of a hit-and-run involving a pedestrian. When they arrived, officer found Janelle Marie Oni, 21, of Billson Road in Randallstown in the roadway with critical injuries. She was pronounced dead at the scene.

The suspect vehicle didn’t stop, but Prince George’s County patrol officers soon stopped a minivan matching the suspect's vehicle at Baltimore Avenue and I-495. Officers arrested the driver, Jacky Luangraj, 33, of the 7600 block of Well Street, Manassas.

The preliminary investigation suggests Luangraj’s vehicle was northbound on Baltimore Avenue when he struck Oni as she tried to cross the street.

Luangraj faces 13 charges, including negligent auto homicide - under influence, driving under the influence and reckless endangerment. At the time of his arrest, police say his blood alcohol content was twice the legal limit. He was not hurt in the crash.

Twice the legal limit is .16 That's actually normal for most people who get pulled over for weaving or some drunk traffic infraction.

Even some Fairfax county cops caught for DUI's in the past have blown .16 or higher.

That's usually the people you see doing shots and mixed drinks in bars. Are shots at parties.

I've seen people blow over .20 on test breath analyzers and they could easily pass for sober.

Drunkeness depends on a lot of factors such as how often a person drinks alcohol, empty stomach and tolerance. I've seen some small girls smashed after two shots.

COLLEGE PARK, Md. (AP/WJLA) - A Maryland family is mourning after their daughter was killed by a hit and run driver police believe was drunk early Sunday morning in College Park.

Police have arrested 33-year old Jacky Luangraj of Manassas, Virginia. He faces 13 charges, including one for alleged negligent auto homicide while under the influence.

Prince George's County police say Luangraj did not stop after allegedly hitting Oni. He was captured a short time later a couple miles north near Route 1 and the Beltway.

Oni, of Randallstown in Baltimore County, is the third pedestrian hit and killed this year in a one block stretch of Route 1 just south of the University of Maryland campus.

In January, Maryland student Cory Hubbard was killed. In April, George Washington University student Carlos Pacanins died.

"How many people have to die before some changes are made?" said Oni's mother, Ana Burnett, from her Randallstown front yard Sunday.

"That was my angel, that was my only child," said Burnett. "She never gave me a moment of worry, a moment of pain, and because somebody decided to [drive drunk], my daughter is gone, my angel is gone."

Burnett and Oni's stepfather Hector Brown said Oni had just graduated from Salisbury University. They said Oni had a deep Christian faith and was passionate about helping young people. She mentored teens who wanted to go to college, and planned to get a masters degree and pursue a career counseling teens.

"She was 21, she had all her life in front of her," Burnett said. "She'd just graduated... she had a bright future. And he took it way from me. He just took it away from me."

Oni was a member of Delta Sigma Theta sorority. On Sunday, many of her sorority sisters came to her family's home to offer support.

Oni's parents said she was in College Park visiting a sorority sister who lives there. They say the two had gone to a restaurant on Route 1 before Oni was hit.
