Training should have emphasized restraint, but even without it, restraint would have been advised given the threat level (low). If the DA wants to charge some level of manslaughter, I say good luck.
The Brooks case is NOT remotely close to the George Floyd murder. Whether either cop can be successfully charged with a manslaughter ticket remains to be seen. When a perp ceases to cooperate and turns aggressive, this is when a cop goes on alert. Brooks shouldn't have acted out, but he shouldn't have been killed or shot in the back.
