Based on the title I suspect you have not even read Virginia 2020 Senate Bill 1066.
Also there is not now nor has there for a very long time been a requirement under Virginia law that a person must be a U.S. citizen to get married, divorced or annulled in Virginia. There is a requirement that if a divorce or annulment is sought that one party must be a domiciliary resident of the Commonwealth of Virginia. That is a requirement a non-U.S. citizen can meet. It is a requirement even those in the U.S. illegally can meet.
