While I agree with your premise, you might want to study a bit more and learn how to spell - especially habit if your comment is about someone with a habit. That is ridiculous.
Now - One of the major challenges for those dealing with addictive behaviors is the way the court system deals with them.
First, they are inherently SLOW - which mean someone in recovery jumps right back into the court system at the wrong time to support their recovery. The courts need to realize that slapping them with additional issues while in recovery makes it less likely they will maintain their recovery.
Second, the "removal of driving privileges" or paying huge fines and fees is definitely counterproductive. We want them to return to work, to go to meetings, to work on their own recovery. The inability to drive hampers this and places the burden on those who then have to drive them around.
Third, The lack of mental health resources is alarming. Even those that want help often lack the resources to get help. Health care is NOT free - even for those that lack any means. Finding a recovery house or program for those without money is almost impossible.
Fourth, The lack of housing creates a "living in/out of motels and couches" that is terrible for someone trying to recover. They need a stable environment, not a chaotic one.
And lastly, Every one of you knows/deals with/maybe even works with someone with addictive behaviors, either active addiction or in recovery. They need each and every one of your support.
