so why is this a problem? it allows penalty of people who have a license already and didn't check the box.

it pays democrats to sit around and play with check boxes: and we know VA hires illegal aliens to work in DMV - and they are printing fake licenses

THE LAW IS THAT OFFICERS WOULD REACT PERFECTLY WELL BEHAVED TO THE DISABLED (according to the disability and situation) AND SO WOULD THE JUDGE. Spelling it out for each situation only exhonerates bad behavior in the past or future.

IT IS A LOOPHOLE LAW, AND IT FUNDS A DEMCORAT(S) TO SIT AROUND AND DO NO GOOD
