Yes, that is exactly what would have happened...

Joseph had to take his heavily pregnant wife to Bethlehem so the Roman overlords could tax them. They had to find somewhere to sleep and since they didn't have reservations a manger was it.

When the Holy Family went to Egypt, they weren't leaches on that country since Joseph had the gifts from the wise men to support the family.
