A. Introduction

U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical responsibility for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States. ICE is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport. The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air. Escort services include, but are not limited to, assisting with: transferring physical custody of UAC from DHS to Health and Human Services (HHS) care via ground or air methods of transportation (charter or commercial carrier), property inventory, providing juveniles with meals, drafting reports, generating transport documents, maintaining/stocking daily supplies, providing and issuing clothing as needed, coordinating with DHS and HHS staff, travel coordination, limited stationary guard services to accommodate for trip disruptions due to inclement weather, faulty equipment, or other exigent circumstances. In emergency situations, the Contractor shall be called on to provide temporary shelter locations (such as trailers) with shower facilities for juveniles who are pending placement with HHS when bed space is unavailable nationwide for extended periods of time. The Contractor shall provide temporary guard services and other support as necessary during these emergencies.

This is crazy, were they encouraging these kids to travel all the way up from Central America to the United States?

I thought this requirement in the RFI above to be interesting...

This is about escort support services involved in transferring unaccompanied children picked up by the Border Patrol from border areas to shelters around the country run by ORR (the Office of Refugee Relocation). The kids are screened and tested before they are cleared for transfer to ORR facilities. The escort contractor people being sought here are the glorified equivalent of parent-chaperones on a grade school museum field trip. The 65,000 number is meanwhile an estimate of the eventual total caseload of children to be transferred.

It absolutely is related. It is the basis for the story. Whether it is as the idiot OP presented it as "arranging" the inflow is another matter.

It does not indicate that they were arranging the movement as the tinfoil nuts attempt to twist it.

It does indicate that they were anticipating and planning for a large increase as shown here and in other program materials and in other solicitations for related things like housing. As they should have been. They'd seen the numbers about double from 6,700 to 13,625 in FY12 and again to 24,668 in FY13 and were anticipating another rough doubling to 60,000+ for FY2014.

The more real-world 'scandal' in this case is the administration now feigning being completely surprised as a way to politically defend against being unprepared and unable to execute against a problem that they knew was coming. Which they also largely are responsible for creating.

The influx of unaccompanied children across our southern border — more than 50,000 since October— is the result of increased violence in Central America by gangs and drug-related criminal organizations. Honduras, for example, has the highest murder rate per capita in the world. El Salvador is in the top five.

The reaction in the United States to this migration phenomenon has ranged from compassion to hostility. Some elected officials blame lax enforcement policies or lenient laws for the problem. Such assertions reveal a misunderstanding of the reality facing these children. They are threatened by gangs every day in school, on public transportation and in their neighborhoods with violence and death.

What should the United States do to respond to this challenge? Consistent with domestic and international law, we should provide shelter and care to these children and a chance to remain if they can show in immigration court that return could result in bodily harm or death. In a recent survey, the United Nations High Commissioner for Refugees found that nearly 60% of children had legitimate claims to international legal protection.

Cutting short the legal process is one way many of these children could be returned to their persecutors. Additional resources for immigration judges are needed to meet the increased demand, but care must be taken so that these vulnerable children can present their cases with legal representation and the right to appeal, consistent with due process rights. Mental health and other social service support should be available to help them overcome the trauma of their journey and better articulate their fear of return.

Sending immigration judges into shelters to conduct hearings threatens these due process criteria and the ability of these children to obtain the legal protection they may deserve.

The United States must work with Central American governments to address the push factors of violence, insecurity and the lack of opportunity. In the meantime, we must join together as a nation to support these children, consistent with the law and with our values.

This is common knowledge and has been for several years, so the real question is why now all of sudden have we seen this influx?

Here is the truth. Obama had an agenda on changing the immigration policies. He got frustrated because Congress did not go with his way. Obama ordered ICE to not enforce deportations. Now we are living with the result. This was all planned by Obama. So now he is crying about the problems and how immigrations needs overhauled again. Obama planned this. Obama is the worse president we will ever have. His agenda seems to be "to destroy the USA from within". Good job so far.
