This means taxation if you "look for minerals" on your own property

Simply: it's a tax on power companies (VA coal) and upon even gravel pits (luck stone) who, no doubt, fairfax county owes allot of money (roads) and are refusing to pay - by way of increasing "taxes" upon them for the reason they UTILIZED LAND PROPERLY

(note also that VA and USA sell US owned minerals to foreign countries such as BP and never inform or ask taxpayers for permission. cheyney should have got the contract !!)
