they never change the boundaries unless there is political motivation:

#2 to distribute democrat votes in a way that damages the already cripple Virginia Republican Party (which is so infiltrated it has democrats attending meetings and illegal aliens from California acting as "campaign dis-organizers")

#1 it allows a democrat to be appointed to office WITHOUT AN ELECTION in an area where one would be predicted to be NOT ABLE TO WIN on vote

You must be the village idiot from Irvington. Changing the town's boundaries would have no effect on any election statewide or for President. On top of that the town of Irvington garnered an entire 520 votes in the last election.
