Common Sense Gun Controls To Deny Sales of Firearms To Illegal Drug Users
To enforce the federal firearms back ground check question 11 E on the 4473 federal back ground purchase form denying sales of firearms to legal users of the federal narcotic marijuana to prevent sales of firearms to drug dealers and addicts or users that account for 85 % of all firearms deaths in the United States
The following language shall be inserted into the proposed "universal background check" law
A. " All summons tickets or arrests upon payment of such summons ticket or a finding of guilty by a court of law no matter how minor issued to a person for using marijuana in places when it is prohibited in states or Washington DC that allow legal use of marijuana will be entered into the federal NCIC firearms background check system to deny sale of a firearm to persons who use the narcotic marijuana in any way. Any chief law enforcement officer of any police agency federal or state who shall deny entry of this narcotics use information shall be prosecuted by the United States as a federal felony offense"
B. "All medical marijuana users information shall be entered into the federal NCIC firearms background check system to deny sale of a firearm to a user of the narcotic marijuana by the state that issues such a medical use ID card and by the pharmacist with the date of the sale who provides the narcotic marijuana to a person legally under state law to deny sale of a firearm to persons who use the narcotic marijuana in any way. "Knowingly failing to provide this information shall be a federal felony offense with forfeiture for life of any federal narcotics dispensing license"
C. All states that allow recreational use of the narcotic marijuana shall require all sales dealers to keep a log of all sales with the narcotic purchasers full names, their date of birth , their address and the identity or serial number of such a government issued photo ID . All Logs must be turned in monthly by a designated date by postmark to a designated federal information facility with the information received by the federal facility shall be entered upon the federal NCIC firearms background check system to deny sale of a firearm to a user of the narcotic marijuana.
