McAuliffe Slams General Assembly for Passing Medicaid-Free Budget

After four hours of conflict, the Virginia General Assembly passed a budget with an amendment preventing Gov. McAuliffe from expanding Medicaid without prior legislative approval.

The General Assembly adopted a state budget Thursday night after hours of internal GOP disputes and the addition of an amendment preventing Democratic Gov. Terry McAuliffe from expanding Medicaid without legislative approval.

The Senate voted 21-18 to pass the bill. The House passed the amended budget with a 69-31 vote.

Prior to the Senate floor session, Republican senator Dick Black proposed an amendment that would prevent McAuliffe from expanding Medicaid without General Assembly approval, delaying the scheduled start of the floor session by more than four hours.

“At no point did the budget include language that would have allowed the Governor to expand Medicaid without the approval of the Medicaid Innovation and Reform Commission,” Speaker of the House William Howell said in a statement. “However, because reports have suggested that Governor McAuliffe may try to do so, the General Assembly added an additional, clarifying section that unequivocally prohibits the expansion of Medicaid without the approval of the legislature.”

“This evening’s actions demonstrated how deeply committed Republicans in the General Assembly are to denying 400,000 Virginians access to life-saving health care,” McAuliffe said in a statement issued Friday morning. “...Virginians deserve better than representatives who put narrow ideology ahead of what is best for our families, economy and budget.”

Debates over Medicaid expansion prevented the General Assembly from passing a budget at the end of the session that ended in March. Legislators could either extend the current legislative session beyond June 30 to address Medicaid or call a special session after the end of the fiscal year.

“When this budget reaches my desk I will evaluate it carefully and take the actions that I deem necessary, but this fight is far from over,” McAuliffe said. “This is the right thing to do for Virginia, and I will not rest until we get it done.”

An unfortunate, but logical, consequence of Barack Obama's failure to be faithful to his oath of office and the rule of law is the threats of governors like McAuliffe to govern outside the law. That is one of the more major negative impacts of his presidency.

Today, according to the AP, the IRS makes a Friday afternoon announcement that the IRS could not come up with many Lois Lerner emails to people outside the IRS prior to the middle of 2011, including the White House, Treasury, and others. Wow, that's convenient, and perhaps destruction of evidence.

I don't know how the latest Lerner news has anything to do with McAuliffe.

However, it is funny stuff.

I remember when my father recorded the movie Airplane for me, from Pioneer Laserdisc, onto VHS. As some of you may now, there's no sex scenes in the movie, except for about 2 seconds of jiggling boobs.

I was 14 or 15.

He gave me the tape and told me that sometime during the recording, he accidentally bumped into the disc player. He "wasn't sure" if that affected anything.

When I watched the movie, and it came to the scene of the jiggling boobs (I had already seen the movie, so, as a typical 14-15 year old boy, I was waiting for it), the screen just went grey for those two seconds, then the movie resumed.

I laughed at my step-dad. Now I laugh at Lois Lerner, President Obama, and all you Democrats.

McAuliffe made a major tactical error by broadcasting his intent to consider executive action to implement Medicaid expansion independent of the legislature's action. Regardless of what side of the issue you're on, it was a stupid political move...he got what he deserved on this round.

Terry thought that he'd be able to mirror the same Federal budget conflict and threat of shutdown which he could leverage to his advantage. He forgot that didn't really work out very well there either. And that his positioning is far more weak without the national media and all of the high-profile Dems and surrogates out there actively pushing his side of the narrative in an effective way. Particularly trying to strong-arm it against a more substantial opposition in the state legislature as a new, inexperienced Governor walking in the door who doesn't know how to work the system and doesn't have the relationships to make it happen. It would be a tough one even for a guy like McDonnell who did. He had no chance. Especially not in the way that he went at it. Rookie mistake.
