He seamed lost and confused. Was it an act, or has dementia set in?

It was sad to see him in this condition.

He didn't contribute to compiling the report or the supporting materials. It was done by his underlings, so he was hearing about much of what was in it for the first time. Democrats should have vetted him better before the hearing. It didn't go well.

Now the Dems will say the report is tainted since Mueller has the beginning signs of dementia and was unable perform his job as Special Prosecutor.

I think the Dems tried to play this the other way...

They didn’t like the contents of the report, and heard he basically had dementia. So they brought him in to show everyone his confusion and can now say that the report is worthless, as are his recommendations of no charges.

Not a conspiracy theory, just political maneuvering.
