If a non-U.S. citizen is the victim of domestic violence there are certain protections available to her immigration status from coming forward and reporting the violence. If the non-U.S. citizen was the perpetrator of domestic violence the U.S. citizen spouse may feel that reporting the violence and putting the non-U.S. citizen spouse's right to remain in the U.S. in jeopardy may give the U.S. citizen spouse a leg up in the custody and divorce actions.

So the high rates are even higher since they're under-reported?
