The story came out just prior to the election in 2016 pushed by Dems to media in an attempt to use it to (ironically) influence the election. It was officially revealed in Comey's testimony before Congress in March.

Mueller's appointment was a long-after-the-fact pacifier to stick in your hurting butts after Trump fired Comey and he purposefully leaked the story of his conversations with Trump in a directed effort to trigger the appointment.
