panhandler / gypsies near Fair Lakes Target

Just came from Target and they are camped out at the four way stop sign by Target and Burger King. Man holding sign and woman and kids sitting in the grass eating pizza. I haven't seen any for a few months.

I was at walmart on Friday at around 2:20 Pm. This lady give me a note saying she neeeded to feed her kids. after I left walmart at about 3 pm I saw a van with like 4 ladies. I can't be sure that she was in the van but it seems like it. I wish they would arrested them. why are they doing this?

It was a big van not a normal family van.. Right?? I can't be sure of the plates or anything else. But it seems weird that after that van was there that she left.

Use your phone's camera to take a picture of them, and post it here, along with the date, time and location. Don't strip the EXIF data from the pictures, but do post anonymously.

Maybe we'll get lucky and some bored FCPD officer will stumble along this site and start collecting the intelligence you post.

They're everywhere. A white couple (who looked like they were around here) came up to us in the Walmart parking lot at Manassas Mall claiming to be homeless and asking for money. I saw the car they were driving, it was a far better than what I drive. Must be big money in begging for cash in the Walmart parking lot.

I used to see them at Fair City Mall all the time. They had a van unload the women and kids who would then fan out acoss the parking lot with their index cards. Since the cards state they don't speak English, it gets them off the hook as far as any verbal confrontations that might ensue.

(b)
It shall be unlawful for any canvasser, peddler, or solicitor, to canvass, peddle, or solicit except between the hours of 9:00 A.M. and 8:00 P.M.

(c)
It shall be unlawful for any canvasser, peddler, or solicitor to fail to disclose to the prospective buyer, upon request, his name and the name of the company, product or organization he represents, and if requested so to do, to leave the premises immediately.

(d)
It shall be unlawful for any canvasser, peddler, or solicitor to make any assertion, representation or statement of fact which misrepresents the purpose of his call, or use any plan, scheme, or ruse which misrepresents such purpose.

(e)
It shall be unlawful for any peddler or solicitor to fail to provide, at the request of the purchaser, a written receipt, which receipt shall be signed by the person making the sale and shall set forth a brief description of the goods or services sold, the total purchase price thereof, amount of cash payment, if any, and the balance due and terms of payment.

(f)
It shall be unlawful for any person licensed pursuant to this Chapter to use or exploit the fact of being licensed so as to lead the public to believe that such registration in any manner constitutes an endorsement or approval by this County; provided, however, that the use of the following statement shall not be deemed a prohibited exploitation:"Licensed by the Director of the Fairfax County Department of Consumer Affairs as required by law. Licensing does not imply endorsement by Fairfax County.

(g)
It shall be unlawful for any canvasser, peddler, or solicitor to give false or incorrect information to the Director in filing statements or reports required by this Chapter.

(h)
It shall be unlawful for any person who is licensed as a promoter of an arts and crafts show pursuant to this Chapter to fail to submit a roster of all peddlers, itinerant merchants, or solicitors who are expected to participate in any arts and crafts show being sponsored by that person to the Director no less than three (3) days prior to conducting any such show. That roster also shall indicate the time and place of the expected show.

(i)
It shall be unlawful for any person who is licensed as a promoter of an arts and crafts show pursuant to this Chapter to fail to keep at the site of an arts and crafts show a current roster of all peddlers, itinerant merchants, or solicitors participating in any ongoing arts and crafts show being sponsored by that person, and it shall be unlawful to fail to show such roster upon request to the Director or to any law enforcement official.

(j)
It shall be unlawful for any such promoter to fail to file with the Director a complete roster of all such participants within seven (7) days after the completion of any arts and crafts show sponsored by the promoter within the County. All such rosters shall record the time and location of the event, and such rosters shall identify the full name, address, telephone number and nature of business for each participant. (16-76-31; 43-81-31; 22-84-31; 10-93-31, § 1.)

Section 31-1-3. Information filed to become public records.2 []

Reports, and all other documents and information required to be filed under this Chapter shall become public records to be kept in the office of the Director and shall be open to the general public for inspection at such time and under such conditions as the Director may prescribe. A charge not exceeding One Dollar ($1.00) per page may be made for any copy of such documents as may be furnished any person by the Director. (16-76-31; 43-81-31; 22-84-31.)

Section D is meant to cover cases of someone trying to claim they are making collections for something such as "Fill the Boot" or other charity causes. Section D is drafted so that you can't claim you're collecting for charity and pocket the money for personal gain, which is dabbles into fraud.

Whether you are homeless or not homeless is irrelevant as the underlying cause is for personal gain.

I called the police one day last fall when they were at the Target/Burger King stop sign while letting their toddler play in the street. The officer that called me back said they could do nothing about them (including child endangerment,) because that road is private property. Fairfax County Police would need a letter from the management company/property owner of the shopping center stating that they are trespassing. Once that is on record they could have them arrested in the future. Until someone can locate the management company/property owner and citizens complain to them there is nothing the police can do.

There used to be a guy begging at the light at Fair Lakes Pkwy and Stringfellow, he got into it with someone at Best Buy because he was begging from shoppers. Haven't seen him there, last year I did see a woman holding a sign with a kid at FairLakes. Best thing is to call the cops, park nearby and report the pan handlers. Wait for the cop to show up, then you can leave. I visit a friend in Rockville occasionally, there are pan handlers all over Rockville Pike, Democracy Blvd and Old Georgetown Road. I ignored one pan handler and she started banging on my car window asking for money, I rolled my window down and told her that the next time she banged on my car window...the hospital would have to surgically remove her coin can from her ass after I got through with her..she moved on. Some will even purposely block your car, cops really need to do something.

I've had similiar experiences myself. The whole thing is really starting to get out of hand, and the police really need to step up before someone gets hurt.

Back in the old days, I had a successful bake-shop in Albany. I had a good business, a plump wife, and a big family. I was a happy man. “I ordered a dozen cookies, not twelve,” said the old woman.
I was upset by this demand. I always gave my customers exactly what they paid for. But I was a thrifty man, and it was against my nature to give away something for nothing.
“I have a family to support,” I said stiffly. “If I give away all my cookies, how can I feed my family? A dozen is twelve, not thirteen! Take it or leave it!”
“Very well,” said she, and left the shop without taking the cookies.
From that moment, my luck changed. The next day, my cakes were stolen out of my shop, and the thieves were never found. Then my bread refused to rise. For a week, every loaf of bread I made was so heavy that it fell right through the oven and into the fire. The next week, the bread rose so high that it actually floated up the chimney. I was frightened when I saw the loaves floating away across the rooftops. That was the first moment I realized I had been bewitched. It was then that I remembered the old woman who came to my shop, and I was afraid.
The next week, the old woman appeared again in my shop and demanded a baker’s dozen of the latest batch of my cookies. I was angry. How dare she show her face in my shop after all the bad luck she sent my way? I cursed her soundly and showed her the door.
Things became worse for me then. My bread soured, and my olykoeks (donuts) were a disgrace. Every cake I made collapsed as soon as it came out of the oven, and my gingerbread children and my cookies lost their flavor. Word was getting around that my bake-shop was no good, and one by one, my customers were falling away. I was angry now, and stubborn. No witch was going to defeat me. When she came to my bake-shop a third time to demand a baker’s dozen of cookies, I told her to go to the devil and I locked the door behind her.
After that day, everything I baked was either burnt or soggy, too light or too heavy. My customers began to avoid my cursed shop, even those who had come to me every day for years. Finally, my family and I were the only ones eating my baking, and my money was running out. I was desperate. I took myself to church and began to pray to Saint Nicholas, the patron Saint of merchants, to lift the witch’s curse from myself and my family.
“Come and advise me, Saint Nicholas, for my family is in dire straights and I need good counsel against this evil witch who stands against us,” I prayed. Then I trudged wearily back to my empty shop, wondering what to do.
I stirred up a batch of Saint Nicholas cookies and put them into the oven to bake, wondering how this lot would turn out. Too much cinnamon? Too little? Burnt? Under-done? To my surprise, they came out perfectly. I frosted them carefully, and put my first successful baking in weeks onto a tray where they could be seen through the window. When I looked up, Sinterklaas (Saint Nicholas) was standing in front of me.
I knew him at once, this patron Saint of merchants, sailors, and children. He was not carrying his gold staff or wearing the red bishop’s robes and mitered hat that appeared on the figure I had just frosted on my cookies. But the white beard and the kindly eyes were the same. I was trembling so much my legs would not hold me, so I sat down on a stool and looked up at the Saint standing so near I could have touched him. His eyes regarded me with such sadness it made me want to weep.
Saint Nicholas said softly: “I spent my whole life giving money to those in need, helping the sick and suffering, and caring for little children, just as our Lord taught us. God, in his mercy, has been generous to us, and we should be generous to those around us.”
I could not bear to look into his eyes, so I buried my face in my hands.
“Is an extra cookie such a terrible price to pay for the generosity God has shown to us?” he asked gently, touching my head with his hand.
Then he was gone. A moment later, I heard the shop door open, and footsteps approached the counter. I knew before I looked up that the ugly old woman had returned to asked me for a dozen Saint Nicholas cookies. I got up slowly, counted out thirteen cookies, and gave them to the old woman, free of charge.
She nodded her head briskly. “The spell is broken,” she said. “From this time onward, a dozen is thirteen.”
And from that day onward, I gave generously of my baking and of my money, and thirteen was always, for me, a baker’s dozen.

There was one in the parking lot at Home Depot in Annandale the other day. She was actually young-ish, pretty, and well dressed. Had the note about needing to feed her kids and everything. She was hot enough she could earn some decent money on backpage if she really needs to feed them kids.

That young lady has been hanging around the area for a few month's, they must have a nest near by. Just wait for the van to pick her up and follow it.

There was a large black lady (holding in her arms what looked like a baby) begging in the parking lot of the Trader Joe's in Reston. As the baby never moved or made any noise, I could not determine if it was a fake doll or a real baby wrapped up in the cloth. The woman walked up and said she was hungry, and as I never carry cash, I reached in the bag of groceries I was carrying to the car and pulled out a big berry pie and offered it to her. "What's that?" she asked. I showed it to her. She refused to take it. That pretty well showed that she was offering up a lie and an illusion, so I suggested that she go over to the Virginia Department of Employment and sign up for work. She then simply shrugged and walked away back to the van she had been standing next to, to wait for another victim to come along. She probably needs money for a drugs habit.

This reminds me of that scene from "Scary Movie" where the bum asks the girl for money (a dollar), but she doesn't have any, so she gives him a sub. He gets mad and says "Give me a dollar bitch!", and then throws the sub sandwich right into her back. CLASSIC!
