This is due to the many NPS parks along both roads. On the MD side is the C&O Canal. The roads were designed for park access only, not to be commuter routes.

The original idea was to have another parkway on the Eastern side of the Potomac to run from great falls to Wilson Bridge.
Portions of this road were built, as evident in what is known as the Clara Barton parkway. You can thanks the citizens of d.c. for putting the halt to it's completion.
This was only partially built and you can still see bridges crossings without roads along it.

Canal Road basically from Chain Bridge to Foxhall is bounded to the east by significant cliffs. Neighborhoods (such as Palisades) have long existed on top of those. The same cliffs exist on the VA side, but the GW Parkway is on top of them, thus explaining the Scenic Overlooks.
