Why r there so many homeless ppl terrorizing patrons in fairfax city?

I swear everytime i'm in fairfax city which is quite often i see so many homeless people who try to approach me for $$$. Some will even sneak up on you and stuff. Its crazy. HOW ARE THERE SO MANY HOMELESS PEOPLE IN THE CITY TERRORIZING CUSTOMERS????!!!!!

Do you realize how expensive it is to live in FFX County? The shithole apartments near me are over $1,000 a month. That is before electricity, gas, and all the other shit. Try living around here on minimum wage. Not possible. These unfortunate soles are probably people who were working minimum wage jobs and lost them, with no financial fallback. How do you leave? Walk to Florida???
