#1 OP lies again. it was no simple resignation.
"The Fairfax County Fire and Rescue Department chief announced his retirement on Friday amid an investigation into sexual assault allegations in the department." (a woman "wrote a scathing report of him". who can pussy whip better than a fire woman with a long fire hose? damn few.)

i don't beleive the death report, not off the cuff. she was found dead far from home, let's leave it at that. were her pets at a friends house? i don't know. i don't know if the FBI is investigating or not. but police and fire people have OFTEN been caught getting help from friends in government to hide their crime, or rather quietly not follow up on leads.

#1 we don't know if he's resigning with or without severance and retirement pay, nor whether he was paid off in any lawsuit about the county "defaming him" and about to hop town with said payout. we don't know. fx co falls church democrats would rather kill you than tell the truth about anything.
#2 we dont' know if this "resignation" is a LEGAL LOOPHOLE to allow an appointment of another, more favored, democrat into the chief very high pay position. let's see WHO gets seated and WHETHER any believable procedures were followed picking the new cheif.
