In the past Level 3 provided backbone service and dark fiber to Cox. Probably still do. Cox provided local 'last mile' connections to customers over its own infrastructure.
Don't know what's happening now since CenturyLink is buying/merging with L3 and it's more of a direct competitor to Cox. Cox likely will continue to use L3's back-end fiber (among others) since they don't have that kind of a national network. Not sure how CenturyLink/L3 is getting to customers around here.
