Someone's pissed off at some guy named Sameer who's dealing drugs at one of the local high schools, and wants to let everyone (including the cops) know about Sameer's drug dealing.

The cops will add Sameer's info to their files, and the next time they need an easy bust, Sameer will be on their list.
